Caricature depicting Cipriano Castro being plucked bare by Britain and Germany, while Uncle Sam looks on (1903)
The RowersBy Rudyard Kipling "Last night you swore our voyage was done,But seaward still we go.And you tell us now of a secret vowYou have made with an open foe! . . . Our dead they mocked are scarcely cold,Our wounds are bleeding yet--And you tell us now that our strength is soldTo help them press for a debt!” Published in The Times, Dec. 22, 1902.
Cartoon of the Roosevelt Corollary to the Monroe Doctrine, part of Roosevelt’s “Big Stick” Policy
Main Points of the Corollary • Want to see neighbors “stable, orderly, and prosperous”. • If a country has a good government and pays its debts, good. • Any problems justify intervention by “some civilized nation” • According to MD, only U.S. allowed to intervene • America = International police. “we cannot afford to let Europe get a foothold in our backyard, so we'll have to act as policemen for the West.”
Uses of the Corollary • Cuba (1906-1909) • Nicaragua (1909-1910, 1912-1925, 1926-1933) • Haiti (1915-1934) • Dominican Republic (1916-1924) • Reversed in 1928 by Clark Memorandum, under Coolidge • Hoover withdraws troops
