Purpose • Strategic guidance for decision making for a particular area. • To ensure that the development is appropriate to unique features and character of the area. • To integrate decision making process by different spheres of government.
Purpose (cont.) Assist in the identification of identified geographical areas - in terms of NEMA, the Minister, and/ or every MEC with the concurrence of the Minister may identify geographical areas based on their environmental attributes in which specified activities may not commence without environmental authorisation from the competent authority.
Purpose (cont.) Assist specified activities within identified geographical areas - in terms of NEMA…geographical areas based on their environmental attributes in which specified activities may be excluded from authorisation by the competent authority.
Purpose (cont.) To provide a decision support system in respect of environmental attributes, issues and priorities for the area.
Background and history • NEMA EIA Regulations came into effect in July 2006. • DEAT and provinces agreed to develop EMFs for particular areas. • DEAT provides funding.
Background and history 6 Provinces requested financial assistance • Eastern Cape - Great Kei Boknes • Free State – Dihlabeng Local Municipality • KwaZulu-Natal – Msunduzi Local Municipality • Mpumalanga – Emakhazeni Local Municipality • Northern Cape – Siyanda District Municipality • North West – Madibeng Local Municipality
Mpumalanga EMF • Procurement process. • DEAT, MDALA (now DEDET) and Emakhazeni Local Municipality appointed SEF to develop this Emakhazeni EMF
