Proposed Effluent Guidelines For the Concentrated Aquatic Animal Production Point Source Category by Janet Goodwin
CAAP Proposed Regulation • Published September 12 at 67 FR 57871 • Comment Period Closes on December 11, 2002 • Supporting Documents: • Technical Development Document (EPA 821-R-02-016) • Economic and Environmental Analysis (EPA 821-R-02-015) • Draft Guidance to Assist in Reducing Pollutant Discharges (EPA 821-B-02-002) • www.epa.gov/guide/aquaculture/
Public Meetings • Several meetings across the country: • Washington, D.C., October 30 • Seattle, WA and/or Twin Falls, ID • Atlanta, GA • Northeast Regional Aquaculture Centers Conference on November 15, Providence, R.I. • All meetings will be posted on web site and announced in a Federal Register notice.
Overview of Proposed Requirements • Three Subcategories • Flow Through • Recirculating • Net Pens • Requirements apply to facilities in these subcategories with annual production >100,000 pounds
Flow Through Requirements • Tiered Requirements • Medium sized: 100,000 up to 475,000 lb/year • Large sized: 475,000 lb/year and up
Medium Flow Through • Numeric limits: TSS 11 and 6 mg/L • BMP plan • ensure proper operation & maintenance • material storage • removal and proper disposal of mortalities • Ensure staff are familiar and trained in BMPs • Certify BMP plan
Large Flow Through • Numeric Limits: TSS 10 and 6 mg/L • BMP plan adds • the escape of non-native species • Reporting for drugs & chemicals • Staff training • Certify
Flow Through Segregated Discharges • Numeric Limits for Off-line discharge: TSS • Medium 87 and 67 mg/L • Large 69 and 55 mg/L • BMP plan adds solids controls on bulk discharge • solids removed in water treatment • excess feed • high level of particulates or phosphorus in feed • raceway cleaning
BMP Alternative Compliance Provision • Develop and implement a BMP plan to address solids in lieu of monitoring for TSS limits • Subject to permit authority approval and determination that BMPs will achieve numeric limits
