Why CAQES? TAMUS has the talent in Science and Engineering: • to provide the research solutions that are economical and effective; • to teach undergraduate and graduate courses in Air Pollution Engineering; • to transfer the new knowledge to the agricultural industry; and • to provide national leadership in AQ engineering and science.
What is Air Pollution? • Air Pollution is the presence in the outdoor atmosphere of any one or more substances or pollutants in quantities-which are or may be harmful or injurious to human heath or welfare, animal or plant life, or property (Health Effect’s Standard)
What is Air Pollution? • Air Pollution is the presence in the outdoor atmosphere of any one or more substances or pollutants in quantities-which unreasonably interfere with the enjoyment of life or property, including outdoor recreation (Nuisance Standard)
IMPACTS OF AP REGULATION • Cost of mandated controls to limit emissions • Permitting costs • Reduced numbers of small operations • Perceptions and Legal Proceedings • Emission limits that are not justified based upon sound science
Perceptions that are Not True • Agriculture is exempt from the CAA. • It is easy to determine emissions from agricultural operations. • The cause of non-attainment is agricultural emissions • Agriculture is only farming
Agricultural Operations • The term “agricultural operations” are all operations that are associated with farming and production agriculture. This would include tilling of the soil, planting, and harvesting of crops (field operations); grain elevators; feed mills; cotton gins; oil mills; concentrated animal feeding operations (CAFO); agricultural burning; and emissions from off-road engines.
Essential Knowledge • The regulation of AP emissions from agricultural operations requires a working knowledge of the agricultural operation being regulated and the APRP!
