Assessment of Virtual Constellations (VCs) and Collaboration for Earth Observation Satellites

This report discusses the activities, outputs, management, continuity, and proposals surrounding the Virtual Constellations (VCs) within the Committee on Earth Observation Satellites (CEOS). It also covers the leadership rotation, existing ad hoc teams, and a CEOS Coastal Strategy to enhance efforts focused on coastal research and observations. The report includes updates on the VNSC Mekong Initiative and other CEOS Plenary Actions. The report also presents the 2020-2021 SIT Chair priorities, CEOS 2019-21 Work Plan, and outcomes of the 34th CEOS SIT Meeting.

  3. Working Group on Information Provision to cover these and future efforts • CEOS Organization streamlining – Draft Proposal WGISS • A “Study Team” will define a proposal • WGISS will be involved to ensure alignment/complementarity with its activities and to clarify interfaces WGCalVal WGCapD

ARD side eventorganized by WGISS • Very well attended (about 20 people), very good discussions which highlighted the need to reinforce our collaboration with SEO (e.g. for FDA-10) and LSI-VC on FDA and ARD. • Lot of interest on the outcomes of the WGISS FDA one day workshop at WGISS-47 and expectations on tangible results deriving from our work. •  Define at WGISS-47 and then implement an FDA related quick-win project/demo to be shown at next plenary? •  Which one? • Need to organize at WGISS-48 a session on STAC and one on ARD tools and Data Cubes. They might be a natural follow-on of the WGISS-47 workshop. To be discussed/agreed with Chris. • 34th CEOS SIT Meeting: WGISS related outcomes

GEO Knowledge Hub side eventorganized by WGISS • Very well attended (15-20 people), excellent discussions on GEO KH concept and proposed way forward for implementation; Rob is member of Expert Advisory Group (EAG) defining proposal for GEO KH. • GEO KH concept continuously evolving to align with comments received from GEO EXCOM and GEO Members delegations. • GEO Work Plan is also being updated with major changes which will impact WGISS participation (e.g. possible termination of the GEOSS-Evolve initiative). WGISS Exec to define contribution to the new GEO work plan. •  Need a representative in the GEOSS Infrastructure Implementation Task Force which will replace the EAG. • CEOS SIT Chair asked WGISS to better understand impacts/implications for CEOS overall deriving from the GEO KH concept and to develop a response to be used at CEOS level (not a formal SIT action) • 34th CEOS SIT Meeting: WGISS related outcomes

All CEOS Virtual Constellation Co-Leads, Working Group Chairs and Vice Chairs, and Ad Hoc Team Co-Leads to provide updated content and information for the CEOS website to CEOS SEO, with a cc to the CEO. Due Date: 30 June 2019 • WGISS would like a representative to be named on the “GEOSS Infrastructure Development Foundational Task /Implementation Coordination/Task Force” • All WGs to provide feedback on new Deliverables Dashboard and to update CEOS deliverables tool. Interagency coordination working well, very good cooperation spirit • Healthy participation to meetings (average 20-25) • Some members attending all meetings (e.g. NASA, NOAA, USGS, CNES, ESA, CSIRO, JAXA, RADI, AOE CAS, RSCC, HSO) • Others attending only some meetings depending on location and discussed topics (e.g. EUMETSAT, ROSCOSMOS, INPE, CONAE, DLR, UKSA, ISRO) • Additional agencies expressed interest in WGISS activities with potential future participation (e.g. GISTDA, VNSC/VAST, ASI, CSA, CCMEO) WGISS Vice Chair Nomination October 2019 – October 21 • Sustainable Commitment The WGISS Infrastructure Services Project (WISP) provides core services and support for WGISS activities (e.gwebconf, website, mailing list, meetings archive). NOAA will support WISP until April 2019 (WGISS#47); WGISS Chair will ask SEO to fully support these services after April 2019.
