2. AP Re-organisation Act 2014 (Notified by GoI on 1st Mar’14) Section 92: The principles, guidelines, directions and orders issued by the Central Government, on and from the appointed day, on matters relating to coal, oil and natural gas, and power generation, transmission and distribution as enumerated in the Twelfth Schedule shall be implemented by the successor States. Guiding factors for implementation • Schedule 12th of AP Re-organization Act 2014 • CERC Regulations • Generation, LGBR and Tr.Network details furnished by APTRANSCO / APGENCO • GOM No. 20 & 53 of Government of AP (erstwhile)

Twelfth Schedule of AP Re-organisation Act 2014 • Units of APGENCO shall be divided based on geographical location of power plants. • Existing Power Purchase Agreements (PPAs) with respective DISCOMS shall continue for both on-going projects and projects under construction. • The existing Andhra Pradesh Electricity Regulatory Commission (APERC) shall function as a joint regulatory body for a period not exceeding six months within which time separate SERCs will be formed in the successor States • The existing State Load Despatch Centre (SLDC) shall function for both successor States for a period not exceeding two years within which time separate SLDC shall be set up for each successor State. During this period, the existing SLDC shall function under the direct administration and control of the Southern RLDC at Bengaluru.

4. Twelfth Schedule of AP Re-organisation Act 2014 • Transmission lines of APTRANSCO of 132 KV and higher voltage cutting across the successor States shall be deemed as Inter-State Transmission System (ISTS) lines. • The power of the Central Generating Stations will be allotted in such ratio to the State of Telangana and the State of Andhra Pradesh based on the actual energy consumption of the last 5 years of the relevant DISCOMS in the respective successor State. • For a period of ten years, the successor State that has a deficit of electricity shall have the first right of refusal for the purchase of surplus power from the other successor State. • The districts of Anantapur and Kurnool which fall within the jurisdiction of the AP Central Power Distribution Company Ltd. will now be reassigned to the AP South Power Distribution Company Ltd

5. Status of implementation • Existing Server is used by both the Telengana SLDC and AP SLDC. • Work Stations are separately made available for individual SLDCs at two different rooms • Web based scheduling program of SRLDC has been customized for Telengana & AP for the purpose of scheduling the generating stations located in their respective control area. • Finalization of Scheduling modality for the generation of shared projects • Metering locations are identified and installed through CTU

6. Generation Details of Shared Projects Approximate Exchange for full installed capacity on bar will be about AP  TG = 3065MW & TG  AP = 2012MW Net of Exchange from AP to TG = 1054MW (Including Simhadri Stg-I)

7. Recent Developments • Scheduling Modalities finalized are in practice w.e.f 02.06.2014 and was smoothly going on up to 18.06.2014 • APGENCO rescinded their PPAs of shared projects and communicated APSERC on 16.06.2014 • AP Govt issued direction for scheduling of generating stations located in AP to APSPDCL & APEPDCL w.e.f 18.06.2014 • AP SLDC revised the schedule w.e.f 13:00hrs of 18.06.2014 as ‘Zero’ • SRLDC advised AP SLDC to take-up with Govt of AP & seek clarification on interpretation of AP Re-organization Act 2014 • As per the provisions of AP Re-orgnaisation Act and Go.No.20&53 of AP (erstwhile), inline with the decision of Taskforce committee, SRLDC advised AP to schedule shared projects till AP Govt gets clarified the issue • APSERC communicated on 20.06.2014 that the Commission was unable to consider the request of AP because the request has not been signed by the parties who filed the PPAs

8. Scheduling Process being done now • As AP continue to schedule ‘Zero’ from shared projects and TG continue to upload their requirement from shared projects, to avoid implementation difficulties, net of schedule between AP & TG was scheduled directly in SRLDC Scheduling Program. • Everyday SRLDC communicates AP SLDC that day ahead scheduling has been done based on previous day generation levels of shared projects and request for variation, if any. • In response to above, AP SLDC gives the details of generation levels of shared project. In the same letter it refer the direction of Govt.AP to schedule the entire power to AP only and schedule ‘Zero’ to Telengana

9. Only for Internal consumption & Not for circulation with other organisations Issues to be understand by discussion in this meeting are • Reason for AP to try for withdrawl of PPA • Basis for sharing on ‘ energy consumption’ or ‘ unrestricted demand’ would be appropriate. (Load shedding details of DISCOM wise is available only with AP / TG and thereby unrestricted demand details of DISCOMS could not be compared by us) • Do we need to appraise CERC on the modality of scheduling finalised by the Taskforce Committee? (The validation committee was appraised by SRPC on the present procedure being followed and it has endorsed the view & gave consideration as an interim arrangement for Q2) • Finalization of Vijayawada as back-up Control centre location of SCADA project under implementation • Roles and responsibilities of SRLDC as the nodal administration & control agency
