AN UNDERSTANDING… • With careful consideration of all airspace users, the Marine Corps has developed an airspace proposal that meets our training requirements with the least impact to the National Airspace System (NAS) • Based on public comment and informal negotiations and meetings with ZLA management, the Marine Corps has drastically reduced the original airspace proposal Date: XX February 2012 3

PROPOSED TURTLE A/B/C MOA/ATCAA • Original Turtle MOA airspace boundaries and times of use are unchanged =Turtle A MOA/ATCAA • Turtle B (FL220 – FL400) and Turtle C (1500 ft – 11,000 ft) cover the Western half of the area and are only active during MEBEX • Lake Havasu Airport is no longer impacted and V 135 between PARKER and NEEDLES is available Date: XX February 2012 22
