This document discusses the overarching goals of the Distributed Resource Planning (DRP) initiative, including the development of tools and investment frameworks for integrating distributed energy resources (DERs) into distribution planning and grid operations. It also explores the concepts of Integration Capacity Analysis, Locational Net Benefits Analysis, Grid Modernization Investment Framework, and Distribution Investment Deferral Framework. The document highlights future challenges and opportunities related to net energy metering, time-of-use rates, integrated resource planning, and evolving utility roles.

Planning for California’s Distributed Energy Future Considerations for Solar Market Pathways Sustainable Communities Leadership Academy Marc Monbouquette California Public Utilities Commission May 2, 2017
Overarching Goal of DRP • Develop new tools, processes, and investment frameworks that enable IOUs to better integrate distributed energy resources (DERs) into the distribution planning process and grid operations
Integration Capacity Analysis Calculates available circuit hosting capacity to accommodate additional DERs
Locational Net Benefits Analysis Provides estimated avoided costs of DER deferrals of traditional grid investments
Grid Modernization Investment Framework • Identify location-specific and system-wide grid modernization technologies that enable integration of high penetrations of DER • Develop Criteria to evaluate cost-effectiveness of proposed technology solutions based on autonomous DER growth and DERs sourced to defer/avoid traditional investments
Distribution Investment Deferral Framework • Develop framework, for inclusion in annual distribution planning process, to select potential DER deferral opportunities for solicitation • Selected opportunities would be sourced through IDER Competitive Solicitation Framework • Process alignment needed between the distribution planning process, capital planning process, and the General Rate Case process
Future challenges/opportunities • LNBA Net Energy Metering 3.0 • Time-of-Use Rates • Integrated Resource Planning • New business models, utility roles/responsibilities?
