  3. Background • Originates from the EU’s Sustainable Development Strategy • Gothenburg Conclusions of the European Council • Since 2003, The EU-IA gradually applied to the major initiatives which were expected to have economic, social and environmental impacts

  4. Methods • Preliminary assessment (screening) • EU-IA Commission will decide in its Annual Policy Strategy resolution and/or Work Programme to be an extended impact assessment (2005 called Impact assessment)

  5. Process • Identify the problem • Define the objectives • Develop main policy options • Analyse their impacts • Compare the options • Outline policy monitoring and evaluation • IA is a framework tool with different analytical content.. no specific tool, method, models.. 3
