4. KINDERMISHANDELING WERELDWIJD Internationaal Verdrag inzake de Rechten van het Kind, 1989 Artikel 19 1. De Staten die partij zijn, nemen alle passende wettelijke en bestuurlijke maatregelen en maatregelen op sociaal en opvoedkundig gebied om het kind te beschermen tegen alle vormen van lichamelijk of geestelijk geweld, letsel of misbruik, lichamelijk of geestelijke verwaarlozing of nalatige behandeling, mishandeling of exploitatie, met inbegrip van seksueel misbruik, terwijl het kind onder de hoede is van de ouder(s), wettige voogd(en) of iemand anders die de zorg voor het kind heeft. 2. Deze maatregelen ter bescherming dienen, indien van toepassing, doeltreffende procedures te omvatten voor de invoering van sociale programma's om te voorzien in de nodi­ge ondersteuning van het kind en degenen die de zorg voor het kind hebben, alsmede procedures voor andere vormen van voorkoming van en voor opsporing, melding, verwijzing, onderzoek, behandeling en follow-up van gevallen van kindermishandeling zoals hierboven beschreven, en, indien van toepassing, voor inschakeling van rechterlijke instanties.
