Revised Indicator 14 Language Percent of youth who are no longer in secondary school, had IEPs in effect at the time they left school, and were: A. Enrolled in higher education within one year of leaving high school. B. Enrolled in higher education or competitively employed within one year of leaving high school. C. Enrolled in higher education or in some other postsecondary education or training; or competitively employed or in some other employment within one year of leaving high school.
B14 Writing Suggestions (by Section) Overview of SPP Development Describe how ‘broad input’ was obtained from stakeholders for SPP revisions, including targets & improvement activities Describe how the Revised SPP/APR will be disseminated to the public (post on website, etc.) May be provided by indicator or summarized at front of document
Overview of Issue/Description of System or Process Describe your data collection process (census or representative sample) Define your school leaver groups (i.e., graduates with a regular or modified diploma, aged-out, dropped out, or expected to return but did not) If sampling, describe what the State did last year for B14 and any impact on assuring all LEAs are included during SPP cycle
Overview of Issue/Description of System or Process Summarize method(s) used to collect the data (e.g., survey methods, interviews, administrative records), when data were collected, and who collected the data Discuss response rate and its representativeness (resource: NPSO response calculator) Describe how the State addressed issues of (a) missing data, and or (b) selection bias
Baseline data for FFY 2009 (2009-2010) Must provide data for four groups of respondents: • # of respondent leavers enrolled in “higher education” • # of respondent leavers in “competitive employment” (and not counted in 1 above) • # of respondent leavers enrolled in “some other postsecondary education or training” (and not counted in 1 or 2 above) • # of respondent leavers in “some other employment” (and not counted in 1, 2, or 3 above)
Baseline Data for FFY 2009 • Count each respondent only once, and in the highest category attained • Some respondents will fall into a 5th group (those not engaged in 1, 2, 3, or 4) • Show all indicator calculations: • 14 A = 1 divided by total respondents • 14 B = 1 + 2 divided by total respondents • 14 C = 1 + 2 + 3 + 4 divided by total respondents • Provide baseline data for A, B and C
Baseline Data for FFY 2009 Visual data displays help show patterns and facilitate accurate & efficient interpretations (resource: State level data display template&instructions) Displays should be self explanatory, clearly and accurately represent the data, and include definitions of any acronyms used Data Display Template Sample
Discussion of Baseline Data • Provide additional analyses and discussion that inform your baseline data and improvement activities • Discuss ongoing or planned improvement activities and intended impact • Describe any alignment of improvement activities with other indicators (i.e. 1, 2, 13)
Measurable and Rigorous Targets Provide targets for FFY 2010, 2011, and 2012 for each measure (A, B & C) By 2012, targets for each measure (A, B & C) must exceed their baseline
Improvement Activities, Timelines and Resources • Provide improvement activities through FFY 2012 • Improvement activities should be clear, measurable and linked to your data analyses • Improvement activities for B14 typically focus on two areas: • improving the data collection system • improving in-school services to increase post-school outcomes
Improvement Activities, Timelines and Resources States may identify improvement activities in one or both areas Also identify any improvement activities that are aligned across related indicators (i.e. 1, 2, or 13) Identifying ‘person(s) responsible’ is highly recommended Also helpful to the reader to differentiate between continuing and newly proposed indicators
