  2. 1700s • Robbery and violent crimes were troubling the English colonies of America. Reasons were: • England was fighting a series of wars and demanded high taxes from colonists. • The colonies suffered from a high rate of unemployment • Poverty

  3. Penal Colony • Adding to the crime problem was from England’s jails • Men and women were deported to America as indentured servants • Before the Revolution, over 50,000 of these lawbreakers were sent to the colonies • Many ran away and entered the growing criminal population

  4. Penal colony (con.) Philadelphia, one of America’s first important cities was known as the “crime capital of the colonies” in the early 1700s. Mid 1700s, New York was challenging Philadelphia for the title of “crime capital”, the reason was New York’s population was exploding and with that more crime.
