Apprenticeship Reforms • The government has introduced a number of new reforms to the way that Apprenticeships are offered, managed and provided The government has committed to 3 million apprentice new starts Apprenticeships can now be offered to employees of all ages. Apprentices can be new or existing staff providing the individual needs significant new knowledge and skills which will help them in their role. Part funded through an Apprenticeship levy paid by large employers with a pay bill of over £3m (separate arrangements apply to smaller employers) Public sector bodies with 250 or more staff in England have a target to employ an average of at least 2.3% of their staff as new apprentice starts over the period of 1 April 2017 to 31 March 2021. New apprenticeship standards are employer driven and developed by groups of employers working together in a trailblazer group

  6. Levy in the DAS • On average schools pull through around £300,000 into the levy pot. To date the committed spend is £112,715. • All maintained schools whose payroll is provided by LGSS will automatically have their levy deducted and paid into the DAS account - there are 70schools where this is applicable. • Maintained schools whose payroll is provided by an external payroll provider need to associate their PAYE scheme to the DAS account, this will allow the levy they have paid to HMRC to pull through to the digital account. To date 48schools have completed this but there are still some schools who have yet to activate their DAS. For these schools the levy they have paid is still with HMRC and cannot be used for apprenticeship training.

  7. Apprentices in Schools Since the introduction of the apprenticeship levy in May 2017, there have been 24 new apprentices in Northamptonshire Maintained Schools (these numbers are projected to increase by 16 further apprentices by September 2019)

Academy Conversions • Those schools who convert to Academy or Multi Trust status will need to set up and manage their own DAS account providing they meet the criteria of a pay bill of over £3m a year. • The levy already paid into the DAS up to the point of conversion can’t be moved and will remain in the Local Authority account, however it may be possible to utilise the levy transfer scheme which allows one organisation to transfer up to 25% of it’s funds each year to another organisation to fund the training costs for specific individuals following apprenticeship standards • If you want to transfer funds, you’ll need to agree the apprenticeships that are being funded by a transfer. • Organisations receiving transferred funds can only use them to pay for training and assessment for apprenticeship standards. • Employers can’t use funds to pay for apprenticeship framework training and assessment (only new apprenticeship standards). • Transferred funds will be used to pay for the training and assessment cost of the apprenticeships agreed with the receiving employer. • Both the transferring organisation and the receiving organisation will need to set up an Apprenticeship Service Account
