APEC–IEA Cooperation Update

This update highlights the collaboration between APEC and IEA in areas such as energy security, data and statistics, renewable energy, and clean fossil energy. The cooperation has focused on energy data, training and capacity building, and energy efficiency. The update also discusses opportunities for enhanced collaboration in areas such as energy resilience, green finance, and power sector reform.

  1. APEC–IEA Cooperation Update Kieran Clarke Asia Pacific Partnerships, International Energy Agency 53nd APEC Energy Working Group and Associated Meetings, 24-28 April 2016

APEC-IEA Collaboration IEA signed an MOU with APEC-EWG in 2015 to cooperate on: • Energy Security • Energy Resilience • Energy Data and Statistics • Energy Efficiency • Renewable Energy • Clean Fossil Energy • Inefficient Fossil Fuel Subsidies Reform • Energy Market Analysis, including LNG Trade

  3. Current cooperation In practice, cooperation has focused on: • Energy data • Expert collaboration and analytical inputs

Data • Close cooperation on energy data: questionnaires used by both organisations are compatible, and we share responses from members. • Close cooperation on training and capacity building: joint training events regularly organised (e.g. Vietnam in December 2015, Indonesia in June 2016); also new APEC recruits trained at IEA Energy Statistics Course week. • Growing cooperation on energy efficiency: both organisations use a very similar template, APEC attending workshops organised by the IEA under the aegis of the G20 Energy Efficiency Initiative, and of InterEnerStat. • Regular contacts: cross-participation to workshops and meetings, and broader participation to international cooperation through InterEnerStat (cooperation of more than 20 International Energy Statistics organisations).

Expert Collaboration/Analysis • Fossil fuel subsidies - policy development, estimates of the value of FFS, and modelling analysis to see the impact of FFS phase-out in APEC • Participation in Viet Nam FFS peer review • Contribution to APEC Energy Working Group on Guidelines for Quality Electric Power Infrastructure – drafting of ‘Projected Costs of Generating Electricity’ • Participation in EGNRET 48, EGEEC etc. • Ad hoc participation and contribution to ERTF through IEA’s energy resilience work program

Opportunities for enhanced collaboration • IEA participation in EWG activities to date limited largely to the use of IEA data in various EWG analysis and invitations to IEA experts to speak at EWG project workshops • IEA-EWG partnership therefore somewhat ad hoc/limited to date • IEA very keen to elevate the profile of cooperation with APEC beyond ad-hoc participation in EWG workshops and meetings • Particular areas of mutual interest include: • Energy resilience • Green finance • Power sector reform and integration (including renewables integration) • Need for deeper coordination on activities to identify synergies
