  5. Two Plans for Reconstruction “THE HUG” (Lincoln’s 10% Plan) “THE SLUG” (Radical Republican Plan—Wade Davis Bill)
  6. LINCOLN’S PLAN (aka 10% PLAN) Issued in 1863 Allowed Southern states back into the Union once 10% of its voters swore an Oath of Allegiance to the Union. All Southerners given full pardons or amnesty, except for high ranking Confederate military officers. Southerners could keep private property but no slaves.
  7. WADE DAVIS BILL (the 1st Radical Republican plan) Issued in 1864 as a response to the 10% plan. Allowed Southern states back into the Union once 50% of its voters swore an Oath of Allegiance to the Union. Did more to protect blacks. Never became law.
