    3. Statistics State Average Population – 1,028 91% male – 9% female 68% Black, 26% White, 4% Hispanic, 2% other Regions of State: 14% Western, Northern 30% & Eastern 56% 877 releases yearly 1/3 of population currently 17 years of age or older when released

    4. SPECIAL EDUCATION SERVICES

Special Education in Juvenile Facilities In 2006, 45% of the juvenile population had at least one identified disability and 38% were receiving special education services. 3% Educable Mentally Retarded - 21 49% Serious Emotionally Disturbed - 200 15% Other Health Impairment - 74 26% Specific Learning Disability - 103 3% Multiple Disabilities - 6 1% Traumatic Brain Injury - 1

    6. Special Education and Transition All students in DCE, despite their age, have a transition plan. The transition plan is developed in conjunction with the student and parent . A well thought out transition plan drives all aspects of the IEP.

    8. Transition Plan – A plan developed from each youth’s strength, barriers, interests & life goals.

    9. Career Development Transition Plan A Career Development Transition Plan is part of the transition services in juvenile schools. The plan is directed toward: Demonstrating employability skills through a portfolio with academic, employment and reference materials to be used in acquiring employment. Developing an understanding of student’s educational needs related to their abilities, interests, talents, values, and career goals. Increasing the student’s self-awareness as well as awareness of others and learn appropriate communication skills for the facility, home and the community.

    13. Re-Enrollment Procedures for Juvenile Offenders The re-enrollment process is the education reentry for juveniles released from DJJ back into the public schools. Re-enrollment plans include: Student’s educational history prior to commitment, Student’s educational history while in DJJ custody, Student’s current status, Anticipated dates and timelines for scheduled release, Identification of school placement upon release, Recommendations for educational program and student supports following re-enrollment, and Contact information for representatives of DJJ, DCE and the detention home and re-enrollment coordinator.

Letter to Public School Reenrollment Coordinators September 5, 2007 Ms. Denise White Virginia Beach City Public Schools Laskin Annex 1413 Laskin Road Virginia Beach, VA 23451 Dear Ms. White, Brad Drewry, a student at John H. Smyth High School will be withdrawn on or about October 8, 2007, and will be residing in the city of Virginia Beach. This notification is being provided to you so that you can begin the process of reenrollment into a school within your division. A preliminary reenrollment plan and other related information is enclosed for your reenrollment team to review for the development of a final plan. A final transcript, student portfolios with class work, and any other information will be sent within five (5) days of Brad ’s release. It is our recommendation that Brad be reenrolled in your school division in classes to pursue a standard diploma. When scheduling the reenrollment meeting, you may call me at 804-537-6683 and arrangements will be made to have the student available for a conference call. If you access to video conferencing technology, arrangements can also be made to have the student available for the reenrollment meeting. If we can be of any other assistance when considering Brad ’s reenrollment or academic program while enrolled at John H. Smyth, please do not hesitate to let me know. Sincerely, George W.
