  4. Federalist Papers • Writers- Jay, Hamilton, Madison • Newspaper editorials • Importance- • A. To convince upper classes • B. help explain the reasoning behind the Constitution. • What do the Federalist Papers say? • 1. Factions (divisions) are good. (Sep. of Powers) • 2. Slow government is good. (checks and balances) • 3. Need a leader who can deal with crisis quickly, but not assume total control.

  5. Anti-Federalists • Against- Why? • 1. Take power away from the states. • 2. Afraid for individual / states rights. - Want a “Bill of Rights”

  6. Ratification • Federalist Promise a Bill of Rights to get ratification. • 1789- New Hampshire becomes 9th state to ratify • Madison puts in the Bill of Rights (1st 10 Amendments)- guarantee of individual and state’s rights
