WHAT IS AASHTO? • A nonprofit association founded in 1914 • Members include: • Highway and transportation departmentsof the 50 states, the District of Columbia,and Puerto Rico • 46 Associate Members from Federal, State, and Local agencies and other countries • Covers all five transportation modes:Air, Highways, Rail, Transit, and Water

THE STATE DOTS • Design, Build, Maintain, and Operate 19% of the nation’s roads on average • From 9% in CA to 80% in VA and NC • Operate Short Line Rail, General Aviation • Heavily Fund Urban Transit • Limited Operator of Transit, Major Airports, Harbors • Motor Vehicle Administration – 1/3 of the States • State Patrol, Truck Safety Regulation – 1/3 of the States • Governor’s Highway Safety Rep – 1/2 of the States

SCOFA CHARGE SCOFA addresses activities of interest to the Member Departments, such as general administrative practices, financial management, transportation finance policy, uniform accounting procedures, human resource management, information systems, legal affairs, public affairs, and internal/external audit. It shall identify and receive reports from its subcommittees and task forces as to issues of broad concern, such as federal regulatory mandates, pertaining to each of the subcommittees’ area of purview, and provide reports thereon as warranted.

RECENT COMMITTEE ACCOMPLISHMENTS • Development of funding and financing recommendations to Reauthorization Steering Committee • Development of Audit and Accounting Guide • Stewardship of ARRA and Transparency Act Implementation • AASHTO Center for Excellence in Project Finance • Technical assistance to individual state DOTs

  16. MEMBERSHIP TERMS • Each Member Department is entitled to one member • Additional alternate representatives may be designated • There is no term limit; it is based on discretion of Member Department • Listing on SCOFA website and AASHTO Reference Book/directory

MEMBER ROLES AND EXPECTATIONS • Participate in and shape national discussion by attending in-person meetings and teleconferences • Assist peers by sharing your own experiences to similar challenges • Lead task forces and initiatives of interest to Committee membership • All membership activities are voluntary and requires you to set aside time for maximum benefit “You get what you put into it!”
