The National Plant Protection Office (NPPO) of Seychelles enforces the Plant Protection Act to prevent the introduction and spread of regulated pests of plants and plant products. INTRODUCTION • Recognised as the NPPO ( – PAHS – SAA – Ministry of Investment, Natural Resources and Industry • Contracting party to the IPPC • Manpower - 14 staff members • Infrastructure – I main office and 2 at the entry point, Plant Health Laboratory • Legislation in Practice, Plant Protection Act 1996, (New Revised Version)
MAJOR ACTIVITIES • Attend all clients to provide phytosanitary advisory services to facilitate trade of plants and plant products • Attend all clients to provide advisory services on pest control and management practices • Promote plant health measures for plant resources which include both cultivated plants and plant in the Natural Environment • Undertake the basic plant pest diagnostic work in connection with pest surveillance, interception, trials and experimentation • Carry out specific pest survey, monitoring and distribution for pest management and control methods & assist to perform field trials, experimentation and research work activities NATIONAL PLANT PROTECTION OFFICE
THE ROLE OF THE NPPO • Enforce the Plant Protection Act (To prevent the introduction regulated/quarantine pests of plants and plant products and to promote appropriate measures for their control) • To implement phytosanitary measures (ISPM) to regulate importation and exportation of plants and plant products • To facilitate international trade of plants and plant products while preventing the introduction and spread of of regulated/quarantine pests of plants and plant products • To provide technical support and consultancy to the farming community and the general public • Preserve our plant resources, (Convention on Biological Diversity) NATIONAL PLANT PROTECTION OFFICE

ACTUAL ACTION PLAN 1 • Compile and update all the contact details and other relevant information from stakeholders • Compile the necessary information to be published on the IPP Portal • Establish a small committee Review and Update some of information already published or to be published on the IPP Portal • Upgrade Network System and establishing our website (Link with the IPP Portal & IPPC Websites) • Recruit an IT Personal and establish an IT Unit NATIONAL PLANT PROTECTION OFFICE
ACTUAL ACTION PLAN 2 • Continuing with our sensitization program for better understanding about information exchange, notification of non-compliance and emergency action plan • Developing a mechanism on the outcome of investigation (none compliance) to be reported • To make improvement regarding information exchange • Intensify internal staff training program to continue promote and increase access to the IPPC Website • Ensure involvement of all stakeholders to provide the required information to be published NATIONAL PLANT PROTECTION OFFICE

CHALLENGES • Low internet bandwidth – (Plan To address the issue) • Lack of specific equipment like servers to better monitor and control the Network System (UNDP-GEF Biosecurity Project) • Some staff members still need computer training (Plan In House Training Program) • Lack of cooperation and reliable contact details of some importers • Lack of cooperation for information exchange from trading partners (PRA) NATIONAL PLANT PROTECTION OFFICE
