ILO’s Definition: LMI "any information concerning the size and composition of the labour market, the way it or any part of it functions, i.e. its problems, the opportunities which may be available in the labour market, and the employment-related intentions or aspirations of those who are part of it"

  3. Prime Minister’s Vision “Experts have estimated that India has the capacity to create 500 million certified and skilled technicians by the year 2022. This would provide employment opportunities to our young people to access opportunities provided by economic growth and make that growth more inclusive and shared. We have finalised the institutional arrangements at the national level for coordinated action.” -Prime Minister Dr. Manmohan Singh

Project Partners • Security Knowledge and Skill Development Council (SKSDC) • Has decided to partner with global organisation in understanding and framing requirements for delivery of a world class labour market information system in India. • India has an imminent need for a robust and structured information system. • Is the nodal agency for skill development initiatives in the Private Security Sector. • The UK India Education and Research Initiative (UKIERI). • The project is being funded by UKIERI

Key Features of PSS in India • PSS is the Second Largest Employment providing sector after agriculture in India • Estimates vary from 6 to 11 million people • PSS sector to grow at a much faster pace than Indian GDP. • In the last couple of decades, the PSS industry has witnessed the emergence of home grown private players as well as entry of multinational companies. • The Sector remains largely unorganized, with lack of credible information source and relatively less understood despite the large number of people employed.

Need for LMI for PSS • The private security services market is estimated to be INR 350–380 billion* in FY13. • The Indian private security services industry is expected to grow much faster, at 20% over the next few years, and is estimated to grow to INR 640 billion* by FY18. • In spite of the huge potential and importance the PSS is not well tracked and understood . • Lack of Information on the sector, especially on the people employed. * FICCI-E&Y

Objectives The objectives of the project in the context of worldwide PSS are: • To develop an understanding of best practices implemented for PSS LMI framework and architecture in the UK. • To identify the key stakeholders of LMI in the Indian PSS. • To assess PSS’ labour market demand and supply in India. • To identify key labour market indicators and economic information to be assessed from the PSS. • To assess industry structure and information in India and UK • To frame requirements for the structure of LMI for PSS in India
