  1. Moving Forward with Asset Management Information Strategies Andrew Walther, P.Eng. APW Engineering Inc.

  2. Moving Forward With Asset Management • Where are we now? • Leadership • Infrastructure Challenges • Information Strategies • Planning Strategies • Financial Strategies • Team Building • Asset Management Plan

  3. Information Strategies • What do we need to know about data management? • How is data used and collected? • Are software systems / GIS right for me? • How can I integrate data and databases? • How do I choose a vendor? • What range of tools are available and how do they fit together? How can we manage our assets if we don’t know what we have?

  4. Infrastructure and Land Development Project Procurement Capital Planning “GIS – the hub around which infrastructure and land development projects – and asset management revolve” As-Built Data Reduction Preliminary Design Geodatabase As-Built Data Collection Topographic Survey Construction Detailed Design

  5. Definition • GIS (Geographic Information System) – a collection of people, process, hardware and software used for capturing, managing, analyzing and displaying all forms of geographically referenced information It’s not all about a technology “solution”!

  6. Police Definition Planning and Development Emergency Services • Geodatabase – a single database designed to store, query and manipulate geographic information (spatial database) Public Works Finance Geodatabase Location Features Attributes Buildings Environmental Services Licensing and Permitting Economic Development Storm Water Sanitary Transportation and Roads

  7. Police Planning and Development Emergency Services PSAB 3150 Public Works Finance Geodatabase Location Features Attributes IT / GIS Buildings Environmental Services Licensing and Permitting Economic Development Storm Water Sanitary Transportation and Roads

  8. Definition Analogy Asset Management – Asset Management can be defined as an integrated approach involving planning, engineering and finance to effectively manage existing and new municipal infrastructure in a sustainable manner to maximize benefits, reduce risk and provide satisfactory levels of service to the community user in an environmentally and ecologically responsible manner NAMWG (National Asset Management Working Group)

  9. Geodatabase Data Characteristics • Spatial Data – where are the features located? • Attribute Data – what are the feature properties?

  10. Spatial Data • Spatially correct – features in the correct location • Spatially Coordinated - Coordinate System

  11. Attribute Data The Sky’s the Limit! • Engineering planning – diameters, materials, elevations, specifications etc. • Public Works – service records, location, specifications, condition etc. • Capital Planning (Asset Management) – age, condition, service life • Financial – age, cost, amortization • Emergency Response – hydrant locations and types, road networks and traffic control

  12. Geodatabase Data Population Consider the following 2 input streams: • Active data population - existing digital plans, hardcopies, field surveys etc. • Infrastructure change (new construction and maintenance/operations) - ensuring data is recorded as infrastructure and land use changes (MMCD Municipal CAD Standards Project) Contracts!

  13. Accuracy • Accuracy requirements determines data collection methods • What will the data be used for? • No engineer will use 10 year old geodatabase data, that was recorded with millimeter accuracy, for detailed design purposes

  14. Data Collection • Cadastre first! • Existing digital drawings • Paper drawings (scanning) • GPS / Total Station • Data collection as part of both infrastructure and land development projects

  15. How can you manage your assets if you don’t know what you have? Asset Management Capital Planning MMCD Municipal CAD Standards Project • CAD Standards • Design objects attribute rich (Civil 3D) • Post Construction Submissions • Easily move data to geodatabase immediately uponh project completion • Data entry must be recognized as an elemental component of the project As-Built Data Reduction Preliminary Design GIS and Geodatabase As-Built Data Collection Topographic Survey Construction Detailed Design

  16. Technologies and Vendors Survey Design Construction GIS Asset Management • Trimble • Leica • Sokkia • Topcon • Autodesk • Softree • Carlson • Trimble • Leica • Sokkia • Topcon • Safe FME • ESRI ArcGIS • Autodesk • Sequel Server • Oracle • Hansen • CityWorks • MIMS • Riva • Infrastructure 2000 • Harfan • CityWide If it were only that easy!

  17. Technologies and Vendors Level of Service Required Size of Municipality Interoperability (leverage data) Budgeting – how much will it cost to do what we need to do

  18. Strategic Planning Planning is dynamic!

  19. Information Strategies (Summary) • GIS, Infrastructure /Land Development and Asset Management processes will benefit all municipal departments, and taxpayers • Many stakeholders (internal/external in infrastructure data) • GIS must function prior to undertaking Asset Management • Data storage needs to be centralized • Geodatabase • Put a plan in place

  20. Information Strategies (Review) • What do we need to know about data management? • How is data used and collected? • Are software systems / GIS right for me? • How can I integrate data and databases? • How do I choose a vendor? • What range of tools are available and how do they fit together?
