Amendment to Regulation (EC) No.198/2006 for CVTS 2015

This draft regulation aims to balance burden reduction while keeping the CVTS survey relevant. Background • DSS November 2013: two-step approach agreed • CVTS 2015 • Within existing legal framework: Regulation (EC) No 1552/2005 • Further burden reduction while keeping the survey relevant • Beyond 2015 • Further methodological work to elaborate an alternative approach (feasibility to combine with LCS) and prepare changes to existing legal acts

Draft Commission Regulation for CVTS 2015 • Amendment to Regulation (EC) No 198/2006 implementing Regulation (EC) No 1552/2005 • Aim: balance between burden reduction and keeping survey relevant • Reduced and simplified list of variables based on recommendations of the CVTS Task Force • Changes compared to CVTS 2010 relatively small – but major streamlining took already place between CVTS 2005 and CVTS 2010

Consultations towards ESSC • December 2013: consultation of the Education and Training Statistics Working Group • Some modifications / corrections • January 2014: DSS consultation • 22 replies (of 32) • Countries agreed in general on the proposed draft Regulation • Minor changes to variables • Summary information sent to DSS on 27/02/2014 • Inter-services consultation • Preparation of ESSC document

  5. Conclusions of consultations Draft Commission Regulation for CVTS 2015 • 28/28 for DSS asked to confirm their support and their agreement to submit the draft to ESSC May 2014
