MANDATORY TESTING & CERTIFICATIONOF TELECOM EQUIPMENT(MT&CTE) Certification mandatory from 1.10.18. FINAL DATEs TO BE DECIDED
Certification mandatory from 1.10.2018, of ALL telecom equipment, prior to sale/ import/ use. • Exemptions for R&D/ Demonstration/ sample for testing, personally accompanied on inward foreign travel, for personal use,for limited numbers • Certification once for one model, applicable for any quantity, valid for 5 years. • Test reports from Indian designated Labs of TEC or from accredited labs of MRA partner countries. Communication modules. • Set Top Box (presently under CRS) • IoT devices connected through gateway. • COTS Servers. • Core equipments: Under control of TSP. Can be got certified on broad radiation/ safety/ security objectives through license, followed by network security audit. PRESENTLY EXCLUDED
Development of a web portal enabling end-to-end online processing. • Development of portal by CDoTis in progress. • Phase-1 of portal with essential features. • Release expected by Mid September. • Release of balance modules and features in second phase. Development of ONLINE portal
Essential Requirements being prepared by TEC divisions covering EMI/ EMC, Safety, Technical requirements, Other requirements (SAR, IPV6 etc) and Security • ERs for about 40 products to be prepared. 37 ERs finalised. • Consultative meetings in progress for balance ERs. • Porting of ERs into MTCTE portal in database compatible format is being done progressively. • Security Requirements to be given by DoT security Wing. Till that time ERs are without security requirement. Preparation of Essential Requirements
Consultation and Help desk: • Consultation for preparation of ERs in progress. • Consultation on overall process is also going on. IT products – 13th August West Zone – 28th August South Zone – 18th September • Clarifications and FAQs being put up on TEC website as draft. Mobile Handsets and POS Terminals to be removed from BIS CRS list to avoid duplicity. • Equipment Type Approval (ETA) for radio products being granted by WPC to be merged with MTCTE. RELATED DEVELOPMENTS
EMI EMC test reports from foreign labs are as per foreign standards, especially in case of surge voltage testing (foreign: 1KV, India: 2KV) • Some countries test only EMI but no EMC. • Some products have issues related to non-compliance in respect of some parameters. • Foreign lab test reports not available, as product not being tested by independent labs. >> To overcome these issues, limited relaxation in submission of reports being considered (6-12 m) Implementation issues
Scheme supposed to start effective 1.10.2018. • Rough estimate: > 2000 applications at time of start. 1000 per month later. • Test reports of so many products from so many foreign labs, in different formats. • Progressive roll out is being considered. • Security requirement will be added when received • Suitable buffer time between start of acceptance of applications and mandatory cert date start of scheme
Acceptance of applications from 1.10.2018. • Certification to become mandatory for: • Phase-I products under Simplified Certification Scheme from 1.11.2018. • Phase-II Products (Transmission and radio products, GPON, DSL equipments, ISDN, PABX) from 1.12.2018. • Phase-III from 1.1.2019. • Balance equipments from 1.2.2019. start of scheme: Under consideration

On designation, CABs are listed on MTCTE portal • CABs to provide format of Customer Acquisition Form/ Testing Request form. • CABs to provide relevant details to be shown on portal. • CABs to provide links to their websites showing facilities, fees etc. • Small space on MTCTE for CABs to highlight themselves like “Largest Lab in India”, “Lowest test fees” etc. MTCTE PORTAL: CABs…1
On selection of CAB by applicant, new test request message goes to CAB. • CAB may accept or reject request – user informed • CAB receives sample, completes testing • CAB uploads test results on MTCTE portal • Cab uploads a summary report also. MTCTE PORTAL: CABs…2
