Section 31a allocation & carryover Current Year Allocation and Carryover Guidance • Current year allocation is intended for use during the current fiscal year. Unobligated funds have a one-year carryover period. If Carryover funds are not expended and reported in the July 15 Annual Program and Fiscal Report of the following year, the funds are returned to the State’s School Aid budget. School State Aid Act [388.1618a] • Carryover funds are those Section 31a monies not expended by August 31. Extended School Year programming costs and year-round positions funded by Section 31a are not considered Carryover and are to be reported spent in the current fiscal year. Carryover funds are those monies not targeted for use within the same fiscal year. • All Carryover funds abide by the legislative guidelines in place for the fiscal year they are spent. Large Carryover and unaligned reporting of Carryover expenditures to proposed programming District/School Improvement Plans (DIP/SIP) are considered program and fiscal risk factors, which may prompt an On-Site Review or Fiscal Monitoring.

District MTSS survey Responses • Question #1: Explain what provider is assisting the district with professional learning and technical assistance for implementation of MTSS. • Question #2: Explain which fidelity measure assesses the implementation of MTSS at the district and/or building level. • For example, the district may be utilizing: • School-wide Positive Behavioral Interventions and Supports (SWPBIS) Tiered Fidelity Inventory (TFI) (developed by PBIS.org) • Reading TFI- Elementary & Secondary Level Editions (developed by MIBLSI) • TFI –Math (developed by Minnesota DOE) • Self-Assessment of MTSS Implementation (SAM) (Florida version developed by FL RTI) • North Carolinas’Version of SAM (NC adapted to align with their operationalized definition)
