NDCs - what is happening in 2020 The Paris Agreement • Requests those Parties whose intended nationally determined contribution pursuant to decision 1/CP.20 contains a time frame up to 2025 to communicate by 2020 a new nationally determined contribution and to do so every five years thereafter pursuant to Article 4, paragraph 9, of the Agreement; • Also requests those Parties whose intended nationally determined contribution pursuant to decision 1/CP.20 contains a time frame up to 2030 to communicate or update by 2020 these contributions and to do so every five years thereafter pursuant to Article 4, paragraph 9, of the Agreement;

Initial mandate from the Paris Agreement Facilitative dialogue among Parties in 2018 to take stock of the collective efforts of Parties in relation to progress towards the long-term goal of the Paris Agreement
The Talanoa Dialogue • Should be constructive, facilitative and solutions oriented and should not lead to discussions of a confrontational nature in which individual Parties or groups of Parties are singled out; • Will be structured around three general topics: • Where are we? • Where do we want to go? • How do we get there? • Will be conducted in a manner that promotes enhanced ambition and will consider, as one of its elements, the efforts of Parties on action and support, as appropriate, in the pre-2020 period;
The Talanoa Dialogue - preparatory phase • activities of the Talanoa Dialogue were organized during the Bonn sessions / May 2018 • High-level opening meeting • Talanoa group discussions • Progress in key technologies such as wind, solar, electric vehicles • proven technologies and a cost level of less than 100 USD/tCO2e - are around twice the size of the gap in 2030 • Companies are already making contributions towards achieving the Paris Agreement’s long term goal • Government-led programmes and partnerships can make a big difference in mobilizing action by the private sector
The Talanoa Dialogue - outcome • It will be important to send clear forward looking signals to ensure that the outcome of the dialogue is greater confidence, courage and enhanced ambition; • The outcome of the dialogue is expected to capture the political momentum, and help Parties to inform the preparation of nationally determined contributions; • The outputs of the dialogue will include reports and summaries of the discussion
LT-LEDS under the Paris Agreement • Article 4.19 of the Paris Agreement: All Parties should strive to formulate and communicate long-term low GHG emission development strategies • Invites Parties to communicate, by 2020, to the secretariat mid-century, LT-LEDS, and requests the secretariat to publish these on the UNFCCC website • 8 governments have submitted their LT-LEDS (https://unfccc.int/process/the-paris-agreement/long-term-strategies)
LT-LEDS under the Paris Agreement • It is important to note that neither the formulation nor communication of LT-LEDS are mandatory requirements • These strategies are not considered contributions to the Paris Agreement and unlike the NDCs are not mandatory • LT-LEDS are not an element of the negotiations, also not in the context of the Global Stocktake or Transparency • LT-LEDS are also not expected to be “carved in stone” but rather a living process. It may reflect new information and recalibrate actions based on policy responses.
LT-LEDS - domestic policy tools • Translate the long-term character of the Paris Agreement into domestic policy making across various sectors; • Provide direction to NDCs planning and implementation; • Strengthen of domestic coordination within the government • Identify priority areas for investments and create a hierarchy of needs • Integrate the implementation of the Paris Agreement into long-term domestic socio-economic objectives and development approaches/strategies; • Provide a level of certainty to domestic and foreign investors;
