Comprehensive Financial Management System (CFMS) Implemented in April 2018 O/o Accountant General (A&E), AP

CFMS Impact of CFMS • Single Source of Truth • Aadhar based bill approval • Digital signature for all submission to external stakeholders • No Physical Vouchers. Vouchers available online in CFMS Portal • Migration of Works and Forest Accounts into Treasury Accounting system • Payment transactions are handled by RBI through e-Kuber • Receipts are handled through SBI, PayU and e-Kuber • No agency bank and hence no difference under RBD O/o Accountant General (A&E), AP

Performance of Pension Wing • No of Pensioners – Service pension: Family Pension: • No of PPO issued in 2018-19: • On an Average receives 750 Service pension and 100 family pension cases every month • Fresh cases are authorized in <30 days • Revision cases are authorized in <90 days • As on 31st August, 2019 no. of cases which are >31 days are O/o Accountant General (A&E), AP

Entitlements - Pension Challenges • PSMIS pension package - Front End: VB6; Back End: Oracle 11g • Microsoft has withdrawn support for VB6 • Runs on 32 bit OS. Desktops of Windows 7 and below only can be used. No security patch Impact of CFMS • Phase II of CFMS includes HRMS module • e-Service Record is in the final stage of completion • Online exchange of data (Pension proposal data and PPO data) between CFMS HR module and our PSMIS package – Request by State Government O/o Accountant General (A&E), AP

Entitlements - GPF • Maintains the GPF accounts of employees of Government of Andhra Pradesh except class IV employees and All India Services officers. • Posting of Credits and debits into individual accounts • Authorization of Final payments Services to Subscribers • Communication of Monthly balance through SMS • Grievance redressal through e-mail, SMS and Whatsapp • Final Withdrawal through SMS O/o Accountant General (A&E), AP
