Individualized Professional Learning Plan (IPLP) Based on the Assessment for Effective Teaching, the IPLP is developed to set goals that are: Specific Measurable Attainable Relevant Time Bound Tier One
Individualized Professional Learning Plan (IPLP) Sample Goal • Component 3c • I will identify and employ at least two strategies to challenge student thinking within large group, literacy-based activities. I will assess through analysis of visual attention and appropriate verbal higher-order responses. Peer observations will be employed to assess student engagement prior to September 30, at least three times during the course of the year, and after May 1. Tier One

Governor’s Task Force Recommendation Language Upon being recommended for initial licensure, a NOVICE LICENSE (three-year license, non-renewable after 6 years) would be issued. Novice teachers could apply for a PROFESSIONAL LICENSE (five-year license renewable dependent upon performance) after 3 years from the time of initial licensure. This part of professional licensure performance assessment would be supported by multiple artifacts and evidence of the teacher’s practice. An additional measure of effectiveness proposed would be the teacher’s ability to develop student learning objectives in order to assess student growth over the period of the candidate’s clinical practice. Standardized state tests would also be considered as part of teacher performance.

Measurable Student Achievement Student Achievement. For evaluations conducted on or after July 1, 2013, all certificated instructional employees, principals and superintendents must receive an evaluation in which at least thirty-three percent (33%) of the evaluation results are based on multiple objective measures of growth in student achievement as determined by the board of trustees and based upon research. For evaluations conducted on or after July 1, 2014, growth in student achievement as measured by Idaho's statewide assessment for Federal accountability purposes must be included. This portion of the evaluation may be calculated using current and/or past year's data and may use one (1) or multiple years of data. Growth in student achievement may be considered as an optional measure for all other school based and district based staff, as determined by the local board of trustees. Tier Two

What are the requirements for a 4th, 5th, 6th year of Tier 1? • A teacher receiving a rating of unsatisfactory (1) on any of the components in years three through six would not be eligible for subsequent licensure. Tier Two
District Recommendation • District to sign “District Recommendation” form, ensuring: • Completion of a mentoring component (stipulations tbd by SBOE committee) • Demonstration of proficiency on all 22 Danielson components for two consecutive years • Appropriate student achievement, using multiple measures* • Delineated in evaluation procedures reports from districts • Maintenance of Individualized Professional Learning Plan (IPLP), submitted with application for renewal • Professional Standards Commission to request evidence of student achievement • randomly selected 10% of tier 2 applicants, from districts • To be reviewed during regular PSC meetings during the year Tier Two

How will out-of-state applicants be licensed in their first year under contract in Idaho? • District may apply for three-year provisional Tier 2 licensure for applicants with at least X years of experience and positive teacher evaluations • Teacher may convert to standard five-year Tier 2 license after meeting Idaho Tier 2 stipulations Tier Two
Appeals Process for Extenuating Circumstances Submitted to the Professional Standards Commission • Committee to be named within the commission • Overseen by the Chief Certification Officer • Would consider appeals, make recommendations to the full commission for vote, requiring simple majority • Same process as alleged ethical violations • Deadline for appeals two weeks following deadline for completion of evals • Appealing party to submit a letter with supporting documentation to PSC • May choose to appear in person as well, would not be necessary Tier Two
