Where are we? • Kattegat and Skagerrak is located between Denmark, Sweden and Norway • Corresponds to ICES area IIIa COBECOS
The Fishery • A mixed trawl fishery • 4 primary species: Norwegian Lobster, Cod, Sole, Plaice • Denmark (75 %), Norway and Sweden take part in the fishery • In 2003 there were 340 Danish vessels with Norwegian Lobster in their landings from Kattegat and Skagerrak COBECOS
Regulations • Output restrictions: • Quotas (ITQs from 2007 with limitations in transferability and divisibility) • Input restrictions: • Days at sea • Efficiency restrictions: • Minimum mesh size, minimum landings size COBECOS
Methods of Enforcement • Co-ordination of logbooks and ‘sale slips’ • Random checks in ports • At sea (on board) of vessels • Control campaigns COBECOS
Challenges… • Reported landings of sole are highly underreported • Assessment of cod does not exist: • the North Sea including Skagerrak • Kattegat • Selective enforcement: • Vessels experiencing enforcement are primarily those expected not to comply. This can give a bias trying to estimate the overall non-compliance COBECOS
