Offtake Workstream : 8th September 2010 Robert Cameron-Higgs Review of NTS Operational Flows (Section I, OAD)
Revise Terms of Referencepotential order of events & issues… • OPNs – Map out how the OPN and Demand forecasting processes should work, capture what happens in reality and explore what we all will need to do post exit reform using difficult day scenarios. We believe this topic is key and could influence the direction of other topic area discussions, so should be done first. • Walk through of what WE (all Transporters) do and actually require (September 2010) • Exit Reform - Flow Swaps, Overuns, Capacity User Commitment, etc. (some of these are aspects that are not defined as part of 0195AV or in section I and are under-development)
Terms of reference cont…… • Pressures (Agreed and Assured Pressures) – Map out processes, explore linkages between the 2 pressure processes (OAD section I & J), explore possible enhancements to both processes and potential changes to other aspects as a result (low Demand Days). • It will take us (NTS) 6 weeks to prepare for the session on OPNs and we suggest the following RG sessions:
Offtake zones (for tolerance measures) • (i) Current position: Two separate measurement by specific Offtake and by LDZ • Pros • Cons • (ii) Zonal Offtake Grouping (largely mirroring flex zones) • Flex zones – 17 zones spanning DNs. • Proposed zonal offtake groupings (zog) = 24 zones..(7 flex zones span Network owners) • Zones 1, 4, 6, 7, 9, 14, 16
