Present Status of Consumer Indexing in Odisha • Presently, DISCOMs have two types of reference numbers for a consumer:- • Reference Index Number (RIN), which is a system generated number given to all the consumers. • Consumer Number (CN). The CN is a twelve digit number representing the administrative structure of a DISCOM which is directly tagged with the 11 KV feeder of the consumer. • Constraints in the present System: • With the present system the DISCOMs are unable to locate a consumer and his associated network at the same time. New Protocol for Consumer Indexing • Introduction of New Protocol • DISCOMs shall create a CIN (Consumer Index Number) for all the consumers that uniquely identifies the consumer along with the network through which it gets the supply starting from the EHT grid substation, 33 KV feeder, 33/11 KV substation, 11 KV feeder, DTR, circuit and the pole. • Methodology • DISCOMs shall create a topology of databases for the network and consumers so as to associate a CIN number with every consumer. The methodology is explained in detail in the following slides. Current 4
New Protocol for Consumer Indexing Contd… • Methodology • Creation of Distribution Network Database • Codify the following eight “Network Elements” including the consumers in the distribution network to identify the consumer and the associated network with a unique code. • EHT Grid Substation • 33 KV Feeder • 33/11 KV Substation • 11 KV Feeder • Distribution Transformer (33/0.44 KV & 11/0.44 KV) • Circuit from DTR • Pole from where connection is given to the Consumer • Consumer • The linkages of the network element need to be kept within the unique code for the network element. To achieve this, a codification scheme for the aforesaid network elements is given in the next slide. Current 5 5
New Protocol for Consumer Indexing Contd… • Methodology • Creation of Distribution Network Database • It may be noted that the code for the consumer is a 15 digit code where • 1st digit corresponds to the DISCOM; • 2nd & 3rd digits represent the EHT grid substation; • 4th & 5th digits stand for the 33 KV feeder; • 6th digit represents 33/11 KV substation; • 7th digit corresponds to 11 KV feeder; • 8th , 9th and 10th digits represent DTR; • 11th digit corresponds to the circuit; • 12th & 13th digits represent the pole; • 14th & 15th digits correspond to the consumer from the said pole. New Protocol for Consumer Indexing Contd… • Methodology • Creation of Distribution Network Database • Prepare a database of aforesaid “Network Elements” keeping major information about them. • When there is a change in the network connectivity, the code for the network element at that level will change reflecting the change in the upstream network elements. • The code of the network elements downstream (i.e. below the level of change) will remain same; but the portion of their code corresponding to the upstream network elements will change. Linking Consumer (in Billing Database) to Network Database • Presently, in every DISCOM, a consumer has a unique code / number which is used for billing & collection and other management information systems known as CN. • By associating / keeping the CN along with the CIN i.e. the Consumer Index Number (15 digits) in the aforesaid Network Database, the consumer in the billing database will be linked to the network database. • 3. Subsequently, when the system stabilizes, CIN only will capture the identity of the consumer and would be adequate for all purposes. Current 9 9 9 9
New Protocol for Consumer Indexing Contd… • Methodology Contd…. • Achieving Consumer Indexing • By creating and maintaining the database of “Network Elements” in the manner specified above, the objectives of consumer indexing can be achieved. This is illustrated through the following example:- • Example 1. Finding 11 KV feeders & feeder wise connected consumers from a 33/11 KV Substation • 1. For the given 33/11 KV substation, get the 6 digit unique code from the “Network Database” and let it be N. • 2. From the database for 11 KV feeders, get all the feeders emanating from the substation by equating the first 6 digits of their codes (7 digits in length) with N. For each of the 11 KV feeders obtained above, do the following:- • 2.1 Get the DTRs by matching the first 7 digits of the DTR code (10 digits in length) from the database with the code of the 11 KV feeder. For each of the DTRs obtained above, do the following:- • 2.1.1 Get the Circuits by matching the first 10 digits of the Circuit code (11 digits in length) from the database with the code of the DTR. For each of the Circuits obtained above, do the following:- Current 10 10 10 10 10
New Protocol for Consumer Indexing Contd… • Methodology • Achieving Consumer Indexing • 2.1.1.1 Get the Poles by matching the first 11 digits of the Pole code (13 digits in length) from the database with the code of the Circuit. For each of the Poles obtained above, do the following:- • 2.1.1.1.1 Get the Consumers by matching the first 13 digits of the Consumer code (15 digits in length) from the database with the code of the Pole. For each of the Consumers obtained above, do the following:- • 2.1.1.1.1.1 Get details of the Consumer from the billing database by using the CIN available for the consumer in the network database. • 2.2 So, following the process outlined at para 2.1, the 11 KV feeder wise / DTR wise / Circuit wise / Pole wise consumers can be obtained. Consumer Indexing in Future All the network assets of the DISCOMs would be mapped with the help of GPS based GIS mapping. This will generate a Graphic interface and every consumer will have one back up number in terms of GIN (Geo Synchronous Index Number) to identify the network. Thus there shall be two back up numbers for a consumer one is CIN and another one is GIN. Current 12 12 12 12 12 12
