The goals of the hungarian energy policy • Strenghtening of the energy service’s safety; • Reduce the dependence of energy import; • Increased vindication of environmental protection’s respects; • Improving the energy efficiency and energy saving; • Extend the use of renewable energy sources (until 2010 the rate of RES has to be 7,2%); • Increase the rate of green electricity to 3,6% until 2010; • Reduction of energy intensity by 3,5% /year (assuming an annual growth of GDP of 5% /year and a growth rate of energy consumption of 1,5% /year; • Saving of 75PJ/year (1,8 Mtoe/year) of primary energy sources; • Reduction of 50 kt/year of SO2 and 5 Mt/year of CO2 emissions; • Increase of renewable energy production to 50 PJ/year (1,2 Mtoe/year); • Implementing the Kyoto Protocol – reducing the emission of CO2 until 2012 by 6% (according to the average emission of 1987).

  4. Energy potentials in Hungary • Hungary’s total energy saving potential is 50-100 PJ/year. • Thermo- and electricity sphere: 5-10% • Buildings: 10-20% • Transportation: 5-10% The renewable energy sources potential is 124,2 PJ/year.

Programme Year Description National Energy Saving and Energy Efficiency Improvement Programme 1995 - least-cost planning - demand side management - cost based energy pricing - development of new energy statistics and information system - individual metering and regulation in new apartment blocks with district heating systems - implementation of minimum standards for insulation of new buildings - labelling and awareness raising Energy Saving Action Plan (ESAP) 1996 - penetration of renewables - energy efficiency improvements - energy efficiency labelling - information and technology innovation Energy Saving Credit Programme (ESCP) 1996 - energy saving programmes on municipal level Main actions and programmes I.

German Coal Aid Revolving fund From 1991 • municipalities, enterprises and institutions • replace traditional energy sources with renewable Hungarian Energy Efficiency Co-finance Programme (HEECP) 1997 - guarantee programme - technical assistance - programme administration and operation subsidies Energy Saving and Energy Efficiency Improvement Action Programme (1107/1999 Gov. Decree) 1999-2010 • - reduction of energy intensity with 3.5%/year, - saving of 75 PJ/year (1.8 Mtoe/year) of primary energy sources • reduction of 50 kt/year of SO2 and 5 Mt/year of CO2 emissions • increase of renewable energy production to 50 PJ/year (1.2 Mtoe/year) • increase of heat production by the increased use of biomass, geothermal energy, wastes and solar energy • - “20 000 roofs with solar collectors” programme Main actions and programmes II.

Széchenyi Plan 2000-2002 - supporting renewables and efficiency projects through application to one-time grant aid (30% of investments) IFC/GEF Efficient Lighting Initiative (ELI) 2000 - development of energy efficient lighting technologies UNP/GEF Energy Efficiency Programme 2001-2006 - improvement of energy efficiency in the public sector (municipal buildings) - financing energy efficiency projects Main actions and programmes III. National Energy Saving Programme (NEP) From 2003 - established instead of Széchenyi Plan - subsidising renewable energy and energy efficiency investments - aims: replace conventional energy sources with RES, improve environment pollution Environment Protection and Infrastructure Operative Programme • -improve the use of RES • improvement of energy efficiency • -financed from Structural Funds 2004-2006, 1st period
