Problem Description • Appendix 1 to JAR-OPS 3.005(h) Helicopter Hoist Operations (HHO) • The subparagraph (e)(1) of HHO appendix requires that the installation of all helicopter hoist equipment shall have an airworthiness approval appropriate to the intended function. • The phrase appropriate to the intended function should have been interpreted as to request fulfilment of the certification specifications for Human External Cargo (HEC). ENAC issued in March 2004 the Italian HEMS operating regulation Edizione2 mandating the use of hoist installation that has been certified in accordance with HEC standards of JAR 27/29.865 Amendment 2: • For the new helicopter starting on 01 July 2005. • For the old helicopter starting on 01 December 2006. A solution is urgent especially for the Italian Operator This should be an European wide acceptable one
Historical Background • February 2004, a meeting was held between ENAC + Eurocopter to identify the issue • June 2004, following ENAC recommendation Eurocopter submitted a position paper identifying the level of retrofit of existing hoist installation to the RSG. That paper became an Industry Proposal upon acceptance by other manufacturer. • RSG has been disbanded > The subject had never been discussed and is not in the TO DO LIST given to EASA Taking into account that the issue has raised by the OPS community, so the OPS community should take the ball back. In this spirit, Eurocopter and Agusta would propose a solution in the same way as it should have been exercised for “Category A” definition in the past.
Proposed Changes • The problem might have been triggered by the absence of guidance material. • Therefore :New IEM to Appendix 1 to JAR-OPS 3.005(h) • The IEM does cover all targeted safety standard of the interested parties, so at the end of the day the NAA will need to provide a policy. The IEM covers: • Actual design standards of the hoist system for HEC purposes (Point 1) • All national authorities accepting the existing certified hoist installation (Point 2a) • All national authorities willing to implement the HEC certification specification on the existing certified hoist installation (up to certain level accepted by the community). Industry Proposal was used as baseline (Point 2b) • Handling of certified hoist installation (Point 2c)
What’s next now? As temporary solution regarding the due date 01 July 2005, while waiting for adoption of proposed IEM, a gentlemen agreement onany effective date or any grandfather ruleneeds to be determined (during this HSST meeting). -----------------end of clarification--------------------
