Hobos were men who had lost their jobs and who hopped rides on trains to find work elsewhere.
As businesses closed, Hoover wanted to increase public works – building projects financed by the government. To replace jobs lost in the private sector. Why? How to pay for them? Raise taxes?Borrow money?
Hoover tried to bail out the banks by forming the National Credit Corp. (NCC) Since banks wouldn’t lend $, Hoover set up the Reconstruction Finance Corp. (RFC) Hoover opposed relief - $ that went directly to poor people.
People finally got fed up and began to riot and loot grocery stores. The American Communist party organized Hunger Marches. “Feed the hungry, tax the rich”

Banks foreclosed on farmers, taking their land and evicting their families. Farmers revolted by destroying crops to try to reduce supply and raise prices.
The “Bonus Army” made up of 15,000 WWI vets who wanted their $1,000 pension. Things turned ugly, and troops were called in to clear the mob using tear gas and bayonets.
