BACKGROUND • Dimensioned drawings identifying materials, finishes and other characteristics are required to develop complete packaging requirements • Inadequate data has significant negative impact on life cycle costs • There are over 250K (59%) items in Naval Enterprise Database with missing data; an unknown number of items have incorrect information
IMPACT OF INADEQUATE TECH DATA • Impact • Inadequate packaging protection could result in damage to the asset • Incorrect calculation of storage footprint affects ships integration and required warehouse space • Navy could pay twice for packaging – to Contractor and DLA • Reusable containers cannot be assigned
IMPACT OF INADEQUIATE TECH DATA (cont) • Packaging requirements developed by packaging specialist may result in unnecessary expense • Item cannot be properly freight classified so it is assigned a general category with a higher transportation cost
PROVISIONING PROCESS • Aviation • Provisioning Statement of Work (PSOW) is added to NAVAIR contract • PSOW includes Engineering Data for Provisioning Contract Data Requirements List (CDRL) (DI-ALSS-81557) • Deliverable is a copy of whatever drawings NAVAIR procures; usually the equivalent of the former Level 2 which contains just enough info to establish an NSN
ACCOMPLISHMENTS SINCE LAST NPB MEETING • NAVICP has charted a Continuous Process Improvement (CPI) project on this topic; team will include reps from packaging and provisioning sections • Flowchart the process to determine if there is data coming into NAVICP that is not making it to Code 077 • Requirement for tech data being added as PHS&T Independent Logistics Assessment (ILA) criteria • Contract Data Requirements List (CDRL) containing simplified tech data requirements being inserted in whatever logistics documents we come across, i.e. NAVSEA One Book
ACCOMPLISHMENTS SINCE LAST NPB MEETING • Provisioning Center of Excellence • NAVICP 077 being invited to the conferences • MOA between NAVSEA and NAVICP being updated to include PHS&T requirements • NAVSEA Program Manager’s Guide for Provisioning being updated: • NAVICP Tech Warrant Holder (Code 077) is responsible for ensuring Navy Enterprise Data System is populated with complete packaging requirements; only way to do this is to ensure Code 077 receives adequate item tech data during the provisioning process • Provisioning team must have a packaging rep • Clarification that engineering data for provisioning is required for development of packaging requirements in addition to its other uses
FUTURE • CPI project will start soon • 077 determining roles in the NAVSEA community • 077 ensuring our requirements are included in logistics documents • 077 investigating updating current PHS&T Data Item Descriptions (DIDs) or creating a new one to include our tech data requirements
