3. TECHNICAL WORKSHOP/INTERACTION WITH VEC/WEC/MC
QUARTERLY PROGRESS REPORT OF CIVIL WORKS UNDER SSA AS ON DECEMBER, 2008
5. REASONS FOR IN PROGRESS: • Most of the VECs and School Level Monitoring Committees are yet to be approved. • Hamper of Civil Works since April, 2008 (Panchayat Election and Formation of VECs). • Lethargic and time consuming process in encashment of fund.
6. QUALITY ASSURANCE Training of Head Teacher/President of VEC/WEC and Secretary of MC in presence of Circle/Block/District level Representatives regarding know-how of Civil Works. A)MATERIALS:-a) JEs inspect the construction materials visually at site. b) Best quality materials are chosen by Members of Committee.c) Local People participate regarding selection of materials. B)CONSTRUCTION:- a) JEs supervise the construction works time to • time (at least 16 times per ACR). b) Committee’s Members and local people also • supervise the construction work. • C) SUBMISSION OF UTILISATION CERTIFIACTE:- a)Duly signed by the Junior Engineer/Head • Teacher/Secretary/President/CPC after checking • the construction works. • b) Committee’s resolution in favour of good • construction. • c) Photographs
7. SELECTION PROCEDURE(Finalised by the District SSM Committee) • DISE Report is given the top priority. • Priority list jointly prepared by JE, CPC, SK(PS), BDO, Sabhapati (PS), AI (SE) and SDO. • District SSM Committee approves the final list.
8. FUND DISTRIBUTION PROCEDURE • Directly from Head Office to Head Teacher of the School. • Fund released from Head Office to CPC of concerned CLRC and it is further disbursed in favour of each Head Teacher of selected school by cheque, jointly signed by BDO and CPC.
9. AWARENESS OF CIVIL WORKS • District Level Exhibition. • Video film show (Sub-Division wise). • Demonstration of Ideal quality of materials. • Distribution of the ‘Nirman Nirdeshika’. • Discussion at CLRC level. • Progress Review Meeting at CLRC level.
10. CONSTRUCTION PROCEDURE • All CLRCs constructed by the EO, Panchayat Samity. • All types of Schools constructed by the VEC/WEC/MC departmentally. • All construction works are carried on following SSM guidelines. • The JEs supervise the construction works on need basis. • The AE monitors the total Civil Works in consultation with District Project Officer.
11. STEPS TO SOLVE CONSTRUCTIONPROBLEMS • Preliminary measures are taken by JE and CPC. • AE and District Officials take over the matter, if problem persists. • Site Visit. • Discussion at grass root level (VEC/WEC/MC). • Hearing at District Head Office. • Discussion at District Sarva Shiksha Mission Committee.
12. IMPLEMENTATION • As soon as the fund is distributed to the schools through electronic transfer, the schools are asked to undertake an agreement and resolution specifying to abide by the construction guideline of SSM prepared by district AE. • Before giving layout of the building, Head quarter Engineers along with concerned Junior Engineer impart training at the Block/CLRC level to the community on technical matters, supplying of plans to the VECs/WECs/MCs, account keeping and transparency of financial management. For all such constructions, guideline is prepared and copy of the same is made available to every VEC/WEC/MC. • Account keeping for procurement of materials, deployment of laborers and consumption of materials is also maintained which is essential requisite for social audit and transparency in financial save guard. • Drawing and design are developed by the district HQ engineers confirming to the covered area as suggested by SPO.
13. SUPERVISION & EXECUTION • Proper supervision and execution of work at different levels, viz., checking of foundation depth and width, placement of doors and windows, lintel casting, ensuring the height of building, reinforcement checking and casting of roof slabs is assured by the Block/Field level Junior Engineers. • Head Quarter Engineers also pay visit to the sites for checking of reinforcement details of beams and slabs and quality of work. After completion of the work, random checking of the same is also ensured by the Head Quarter Engineers. Block level Engineers pay visit to the sites and get it authenticated by the Head Teacher/Secretary of the schools. While releasing TA, sample checking of field visits is also done by the district authority.
14. COMMUNITY PARTICIPATION • Community Participation is praise worthy. • Community is not only giving their time and energy but also going to the extent of assembling additional fund, if required, in case the expenditure crosses the estimated value. • Community deploys local workforce, i.e., skilled and unskilled labours, thereby generating local employment . Materials are purchased either through quotation or directly by the VECs/WECs/MCs where number of suppliers is limited to one or two. • Members of VCC are from the community. So, their involvement and active participation provide community monitoring • Newly included school level monitoring committee will provide social support and monitoring at level best at the micro level. It will also lessen the burden of the VEC/WEC having more than one schools.
15. QUALITY OF WORK • Proper emphasis is being given on quality control of the building and raw materials at construction site. • Bricks are tested by striking two bricks and having metallic sound thus conforming to first class bricks. • Steel reinforcement specifying Fe415 and conforming to IS:1786 is used. • All RCC works is being done using M20 grade of concrete following IS:456. • Date of manufacture in cement bags is checked.
