The Joint Implementing Guidelines of Executive Order No. 685 EXPANDING THE PRE-SCHOOL COVERAGE TO INCLUDE FIVE-YEAR OLD CHILDREN ENROLLED IN DAY CARE CENTERS
The following guidelines shall be observed relative to the implementation of Executive Order No. 685 on Expanding the Preschool Coverage to Include Children Enrolled in Day Care Centers:
1. Expansion of coverage for pre-school education of the Department of Education (DepEd) for five-year old children shall include preschool children handled in Day Care Centers.
2. The expanded pre-school education program shall be implemented starting SY 2008-2009 initially focusing on the 50% of the lowest performing schools based on the results of the SY 2006-2007 National Achievement Test.
3. Day Care centers shall be activated as a facility for preschool education in barangays where there are no public preschool classes managed by the DepEd.
4. In areas where there are existing day care centers and public preschool classes, the five-year old children shall be accommodated by the public preschool. However, in case the public pre-schools cannot accommodate all the 5 years old, day care centers shall be activated.
5. In areas where there are no existing facilities (i.e. public, private, PTCA funded, LGU-initiated, Preschool service contracting, NGO/church-based) for five-year old children, DepEd shall organize preschool classes.

6. Preschool classes for five-year old children in day care centers shall be segregated from sessions for children aged 3-4 years old. Sessions for the younger age group shall be held in the morning shift; while classes for the five years old children shall be held in the afternoon.
7. Sessions for the five-year old children in day care centers shall be handled by barangay day care workers duly accredited by Department of Social Welfare and Development and trained by DepEd.
8. DepEd shall provide a continuing professional development program for day care workers to ensure quality pre-school education.
9. Supervision of the educational programs, curriculum and instruction for the five-year old children in Day Care Centers shall exercised by the DepEd through the Regional and Division Education Supervisors in charge of preschool education. Local Government Units shall continue to exercise the administrative functions as provided for under Section 7 of Republic Act 8980 or the ECCD Act of 2000.
10. The existing pre-school curriculum of DepEd for five-year old children shall be used for the implementation of this Executive Order and shall be enhanced or updated once the early learning standards (for 0-6) has been adopted by the Council for the Welfare of Children (also the National ECCD Coordinating Council).
11. The ECCD Checklist shall continue to be administered to all five-year-old children in day care centers and pre-schools to assess child’s development.
12. Full-scale implementation of this Executive Order shall be undertaken on an incremental basis starting in SY 2009-2010 until universal pre-school education coverage is achieved by 2015.
13. DepEd shall include in its annual general appropriations the necessary funding to sustain the implementation of this EO.
14. The Department of Social Welfare and Development (DSWD), Department of Health (DOH) and National Nutrition Council (NNC) shall continue to extend support to Local Government Units and to the Department of Education for additional resources and technical support as provided by the law.
15. LGUs and other agencies concerned and non-government organizations shall continue to support the implementation of this Executive Order.
16. The DepEd as member of the Council shall continue to provide the appropriate data to the NECCDCC as required.
17. The provisions of these Guidelines are hereby declared to be separable. In the event the one or more or its provisions are held to be invalid, the validity of the other provision shall not be affected thereby.
18. These Guidelines shall take effect thirty (30) days after its dissemination to the three agencies involved.
