REMEMBER: • A preponderance of “true” answers indicates that the organization is a service provider (vendor by federal definition), otherwise the provider (contractee) is a subrecipient. • The substance of the relationship between the parties to the contract is more important than the form of the contract agreement in determining subrecipient or service provider.
