What is USA Staffing? Single integrated software solution that provides you with a fast and efficient way to staff Federal jobs
USA STAFFING • Automates our Recruitment, Referral & Selection Process. • Fast and efficient way to staff our National Guard jobs • Fully electronic application process, including accepting documents from applicants
Who Uses USA Staffing? User is a single individual responsible for managing the staffing of job vacancies to include: • Announcing the Vacancy • Performing a Job Analysis • Creating an assessment tool • Evaluating and referring candidates
Who Uses USA Staffing? • Selecting Officials, Supervisors, and other designated personnel privy to the Referral and Selection Certificate, List of Eligible Applicants, Applications, Questionnaire, etc. • Personnel that review selections for compliance with regulatory authority.
System Features • Online Help with an index, full search capability, and a glossary of terms • Completely web based (User can VPN from TDY, Home, or Remote Location) • Permission profiles • Foot Prints • Password Reset/Log Off Feature
OBSOLETE PROCESSES • Qualifications Review Board (QRB) • Use of GA HRR Form 300-6 (Referral and Selection Certificate) • Requirement to forward Interview Rating Forms or notes to HRO (Maintain the documents for 2 years) • Requirement to return all applications to HRO
New Requirements for the SF-52(Request for Personnel Action) • Required to indicate four or less critical people that must have access to the vacancy announcement • Selecting Official or Supervisor can attach or recommended questions for the Online Questionnaire if desired. • Required to indicate Military Requirement (Officer or Enlisted)
New Requirements for the SF-52(Request for Personnel Action) con’t • Required to indicate the Area of Consideration • Required to indicate time frame for vacancy (If less than 30 days, HRO will coordinate with the union for approval) • Required to indicate vacancy vice and status (Vice Joe Doe (Deployed) Announce Position (Indefinite)
HRO Responsibilities Ensures vacancy announcements include the following: • Opening & Closing Dates - Grade • Salary Range - Description of Duties • EEO Statement - KSAs/Military Criteria • Military/Technician Compatibility Criteria • Any other specific/special recruiting factors
HRO ResponsibilitiesMore…. • Prepare and post vacancy announcements • Determine applicants’ eligibility (Initial screening of applicants will be done by the system based on the questionnaire; however, HRO & Remotes are still required to perform qualification analysis on each position) • Timely submission of application • Whether applicant was within the area of consideration • Meet specialized experience requirement • Meet military requirement of the position • Submitted required documents (OF612, Resume, Transcripts)
HRO ResponsibilitiesMore…. • Prepare notification email to the Selecting Official/ Supervisor/Designated Personnel that the position is available for them to staff. This email will contain the following information: • List of Eligible Applicants • Numerical rating of each applicant • Announcement Number • Vacancy Identification Number (VID)
HRO ResponsibilitiesMore…. • Certificate Number • Agency Document View URL • User Name & Password for Designated Personnel • Participate in teleconferences or face-to-face meetings during the implementation phase during the initial login of the certificate. • Performs an audit of the selection • Reset Passwords and User IDs
Referred Candidates • A Selecting Official or Supervisor may interview up to 10 qualified applicants. • If there are more than (7) Area One candidates and more than (7) Area Two candidates, the top (7) Area One qualified applicants will be forwarded and the top (3) from the Area Two qualified applicants will be forwarded for consideration.
Referred Candidates (con’t) • If there are less than (7) Area One candidates and less than (7) Area Two candidates; All qualified applicants will be forwarded not to exceed 10 qualified applicants. • Positions with upward mobility should be evaluated closely to determine the most appropriate area of consideration method to utilize.
Selection Manager This feature gives you and other authorized people in your organization the ability to: • Access Certificates/Referral Lists • Review Applicants • Make Selection(s) • Return Certificates to HRO (Auditing) • Update your Account • Get Help
