XVIII International AIDS Conference-AIDS 2010Right here, Right now “HIV-posi+ive Migrants and lack of access to healthcare services in detention centres: neglect, discrimination and death” 20July 2010 Vienna-Austria Rommell Franco Legwes
Lack of awareness/information on HIV/AIDS • Basic HIV information is provided during Pre-departure Orientation Seminar for migrant workers but… • The time allotted for HIV orientation is too short • Our minds were focused more on the travel and other benefits of working abroad
Homesickness and Loneliness • Migrant workers experience loneliness and homesickness because of being away from our family • We look for comfort and support from fellow migrant workers who feel the same
Unprotected Sexual Encounters • Unaware of risks of unsafe sex • Unavailability of condoms • “Paid sex” for additional income • Rape • Many simply do not like to use condoms
Culture/Language barrier • Differences in the language and culture made it difficult to assert my need to protect myself from any infection
Mandatory HIV Testing • HIV test is required for issuance and renewal of work permits • No pre-test and post-test counselling • Consent no longer needed prior to testing • No confidentiality of test results
Experiences while in Quarantine • Isolation • No test results presented during detention • No counselling/no health promotion/no health education • Benefits from employer terminated • Absence of legal and social and health support while detained
Deportation • Hand cuffed on the way to airport • First to board plane • No separation benefits from employer • Not allowed to get personal belongings • No referral to service providers
Recommendations • Ensure that current repatriation practices of migrants are humane, HR not violated and is coursed through the embassies/consulate offices regardless of HIV status; • Assistance in the repatriation process ensuring proper referral system with appropriate agencies or NGO’s in the origin country for counselling and support: • Ensure availability and accessibility of health services in detention centres.
Recommendations • Remove mandatory HIV testing policies and practices for migrant workers • Remove policies and practices on HIV-related detention, deportation and termination from employment
