  5. Philadelphia Convention • Feeling was that the country might fail without revision • Fix the articles vs fresh start • 55 delegates, 12 States • No Rhode Island

  6. Objective • Understand the development of political parties in the United States • Understand the key compromises that led tot eh ratification of the constitution

  7. Virginia Plan • Bicameral legislature • State Population determines votes • Power to veto state laws • Executive and judicial branches • Edmund Randolph

  8. New Jersey Plan • Unicameral legislature • Equal representation • Congress can tax • William Paterson

  9. Compromises • The Great Compromise---Connecticut • Bicameral • House– based on population • Senate—equal representation • Roger Sherman

  10. The 3/5 Compromise • How will slaves be counted in population? • 3/5 of the slaves in each state would be counted • Balanced the power with compromise

  11. Slave Trade Compromise • 10 states had banned the slave trade • Georgia and the Carolinas threaten to leave if slave trade is banned • Congress can ban the slave trade 20 years after passage of the Constitution

  12. Commerce Compromise • Congress given power to tax imports • Congress could never tax exports
