  2. Functional Check Flight Symposium Topics: 1 – The current situation; 2 – The necessities detected; and 3 – The ANAC intention for improvement.

  3. Functional Check Flight Symposium • ANAC current situation • There is no definition in the Brazilian current regulation concerned to “Functional Check Flight” as it is characterized in this Symposium • Only the “operational check” is required as per part 91.407 requirement

Functional Check Flight Symposium • ANAC current situation • RBHA 91.407: • b) No person may carry any person (other than crewmembers) in an aircraft that has been maintained, rebuilt, or altered in a manner that may have appreciably changed its flight characteristics or substantially affected its operation in flight until an appropriately rated pilot with at least a private pilot certificate flies the aircraft, makes an operational check of the maintenance performed or alteration made, and logs the flight in the aircraft records. • (c) The aircraft does not have to be flown as required by paragraph (b) of this section if, prior to flight, ground tests, inspection, or both show conclusively that the maintenance, preventive maintenance, rebuilding, or alteration has not appreciably changed the flight characteristics or substantially affected the flight operation of the aircraft.

Functional Check Flight Symposium • ANAC suggestions for future regulation • A clear definition about what is “Functional Check Flight” shall be included in part 91 scope, as well as its employment; • Specific procedures shall be detailed in the Operational Manual of part 121 and 135 operators (121.135 and 135.21 – Manual contents); • Adequate orientation shall be given for such kind of flights to part 91 operators;

  6. Functional Check Flight Symposium • ANAC suggestions for future regulation • No specific pilot qualification, as per part 61, was considered necessary by ANAC; but... • A guideline, as Service Instruction or Procedures Manual, shall be available to such kind of flights;

  7. Functional Check Flight Symposium • ANAC suggestions for future regulation • The Aircraft Maintenance Manuals shall be more specific about the real necessity to perform a flight after a maintenance service.

  8. Functional Check Flight Symposium • Material for ANAC future guideline: • The CAA Check Flight Handbook (2009, 90 p.) • The Brazilian Aircraft Acceptance Course (9 weeks) • The experience shared between authorities, manufactures and operators
