To address the Legislative Assembly’s priority of improving human resource management through training, career planning, and to encourage innovation; To identify initiatives that will make the GNWT an employer of choice in Western and Northern Canada; To make sure that GNWT can recruit and retain a workforce that will deliver programs and services to residents competently and effectively; and To find ways to do a better job of achieving our affirmative action goals. Will be consist of two public documents: A 10-Year HR Strategic Plan: This plan will provide vision, values, key long-term goals and initiatives A 3-Year Detailed Action Plan: This plan will describe specific tasks that needs to be done to achieve the goals set out in the Strategic Plan Department of Human Resources The Plan Leadership Quality Innovation

Current GNWT recruitment processes are primarily manual GNWT is moving forward with a three-phased expansion of Peoplesoft to enable job seekers to review job opportunities and immediately apply online through “E-Recruit” – similar to other jurisdictions Introduction of “E-Recruit” brings the GNWT in line with best practices in the recruitment field Department of Human Resources Electronic Recruitment Leadership Quality Innovation
We will be able to run a competition online from end to end, including posting of job opening and job description, screening and recording results , eliminating the existing manual process Store candidate information, allowing candidate’s subsequent applications to be completed quickly. Once a candidate has completed a profile they can apply on unlimited numbers of opportunities Information provided by candidates will flow from recruitment to payroll and benefits, decreasing problems due to data entry errors Managers will be able to conduct screening from their own offices or while on duty travel , if desired Candidates still have an option to hand deliver or fax resumes (For example, applicants in regional communities experiencing network issues) Improve our image as modern government, making use of available technology in recruitment practices Department of Human Resources Benefits of E-Recruit Leadership Quality Innovation
Phase 1 (DHR staff and applicants) - Introduce by March 31, 2009 Enable applicants to apply on line Storage of candidate history on line (Candidates can check the status of the competition online) Candidates will receive an automatic e-mail confirming receipt of their application Phase 2 - Introduce in fiscal year 2009/2010 -Hiring Managers will have access to E-Recruit and be able to: Initiate the staffing request electronically View resumes and screen on line Phase 3- Introduce in fiscal year 2010/2011 Reports and tracking of statistics Workflow Department of Human Resources Phases of E-Recruit Leadership Quality Innovation
Working Group established April 2008 Initial testing of candidate application process completed in July 2008 “Patches” for PeopleSoft updates recently received that required amendments to the E-Recruit module. Further functional testing is currently underway within systems Initial testing of the human resource recruitment role will be done in November 2008 Training for human resource staff is tentatively scheduled for November, but may shift depending on testing results Phase One will go live on or before March 31st, 2009 Amendments to the Human Resources website are being drafted to reflect the shift to E –Recruit Department of Human Resources Status of Phase 1 Leadership Quality Innovation
A communication/promotion plan has been drafted DHR will announce and promote “E-Recruit” to employees and the general public 4-6 weeks prior to the go live date via: (General public) DHR Website and newspapers (For employees) Messenger, Bulletin Boards, Client Service Managers, Departmental management meetings , DHR/GNWT website and through scheduled information sessions Department of Human Resources Communication/Promotion Leadership Quality Innovation
