Who? • RTO West • California ISO • WestConnect (from Desert STAR) Each has committed to active, committed engagement in this.
The Charted Course 1) Coordination of systems for the RTOs in the Western interconnection for seamless interfaces, lower costs / higher efficiency and other benefits. • Compatibility • Interoperability • Proactive in coordination of systems.
The Charted Course, cont. 2) Operability of the Western Grid Assure that systems and processes have effective operability and address the complexities of each region with their unique system characteristics and environment.
Gone fishing • Looking at a list of over 20 systems and processes (any RTO system is a candidate) • Have had detailed discussions and generated proposed scope of investigation for: • Electronic transaction system (OASIS 2) • Generation Control • Communications
Gone Fishing, cont. • Inter-RTO systems standards/protocols. Data standards for improved seams • B/U control centers. • Data archiving and distribution of power system data • Settlement systems between RTOs • Security considerations
Gone Fishing, cont. • CSIC has active task groups of experts working on: • Inter/Intra RTO Communications requirements • RTO B/U Control Centers • “Single” RTO OASIS
What are we looking for? • In each of the topics we are analyzing possibilities for jointly: • Developing requirements • Acquiring systems • Implementing/Sharing systems 1st Draft results are expected early in November.
Task of Task Groups • For each system: • Identify functional requirements. • Identify existing options and evaluate cost/benefit of options and potential shared costs • Make recommendations
Where we’re going • Will remain responsive to highest priorities (as they shift) • Plan to embark on added systems early next year. • On we go………..
