The Hertfordshire Perspective – Complaints Guidance for Schools The Council’s suggested best practice guidance to assist maintained schools in dealing with school-based complaints has been revised and the update ‘Model procedures for dealing with schools based complaints’ was published on The Grid on 13 October 2017 This includes guidance and suggested letter templates http://www.thegrid.org.uk/info/csf/policies/index.shtml#complaints

The Hertfordshire Perspective – Information exchange between schools and data protection Retention of school records for the Independent Inquiry into Child Sexual Abuse (IICSA) The statutory Independent Inquiry into Child Sexual Abuse (IICSA) was established to investigate whether public bodies and other non-state institutions have taken seriously their duty of care to protect children from sexual abuse in England and Wales. Many schools may not be aware of the requirement to retain information of relevance to IICSA and may be disposing of information contrary to the Inquiries Act 2005. LAs are asked to make contact with all educational institutions and draw their attention to the retention guidance. Safeguarding Update: Future Safeguarding Training • Safeguarding remains the top priority for Hertfordshire County Council, Herts for Learning and all schools. • In 2016/17 HCC/HfL delivered 9 sessions across the county focusing on providing comprehensive guidance for schools, drawing together all of the key information in relation to Safeguarding and ensuring clarity of message. • Half day ‘Effective safeguarding in schools’ sessions will be taking place on 30/31 January 2018 and 1 February 2018. Safeguarding Update: Safeguarding Portal • Safeguarding Portal for school leaders and governors went live on the 18 September 2017 • All safeguarding guidance in one place – a ‘one stop shop’ for all schools irrespective of their designation – providing the most up to date guidance, policies and resources • Access to the portal is via the schools individual log-in on the new Herts for Learning website, or via the safeguarding page on the website at : https://www.hertsforlearning.co.uk/leadership-and-management/safeguarding • Access via the generic log-in will no longer be available from the end of November. Safeguarding Update: Allegations Toolkit • HCC/HfL have co-produced a toolkit for headteachers to support them when a member of staff has an allegation of a criminal offence against a minor – this toolkit is currently in the final draft stage • Guidance provides information on processes, the support available from various agencies, useful contacts and how to support parents • The toolkit will not be available online, but will be provided to Headteachers if necessary • This will be overseen by Frazer Smith, LADO & CPSLO

Safeguarding Update: DSP/DSL Meetings • Coordinated by the Hertfordshire Safeguarding Children Board • Venues in West/Central/East Hertfordshire • To support (Section 58, Keeping Children Safe in Education, DfE, 2016): In addition to their formal training, as set out above, their knowledge and skills should be updated, (for example via e-bulletins, meeting other designated safeguarding leads, or taking time to read and digest safeguarding developments), at regular intervals, but at least annually, to keep up with any developments relevant to their role.

DfE Updates • This briefing paper is designed to support colleagues with gaining an understanding of the current DfE documentation. • It is more time efficient as much of this information needs to be shared with colleagues at school, for example, the school business manager. It will also free up more time during the sessions. • This is a trial for this session of the HT updates and we would be interested in colleagues views. 18. Ofsted Update: Short Inspections of good schools This document outlines the changes to the inspection of good schools from October 2017. These include: • Following a risk assessment, approximately 20% of good schools to receive a section 5 inspection. • Where possible, the conversion window will remain within 48 hours, however, this will be extended to a maximum conversion window of seven working days. • An additional inspector for Secondary schools of 1,100 or more pupils

Apprenticeships • Maintained schools will be paying into the levy • Currently only the 7 courses on the framework are available through the levy • HCC team keeping a list of any apprenticeships requested that are not on the levy for a future procurements (tbc) • If/when a school converts to academy, their payments will stop on conversion day • They will need to identify their new levy via their new payroll providers • If a school wishes to employ an apprentice through the levy, they need to submit the request through the HCC apprenticeship mailbox on copy – they are responsible for agreeing salary and contract terms with the apprentice locally themselves and can find details on this and much more here • https://www.gov.uk/education/apprenticeships-traineeships-and-internships

41. Families First Myth Busting Families First is not another service… it’s Hertfordshire’s brand for Early Help and includes approx. 8000 workers from a variety or existing early help services. Families First is not another team… “we are allFamilies First” EHM = Early Help Module, this is the name of multi-agency case management IT system used to record Families First Assessments (FFA) and Team Around the Family (TAF) meetings and Support Plans. Triage is not the same as Triage Panels – theTriage Processhappens first and if necessary the case is discussed at Triage Panel. Anyone who is trained on EHM can initiate a Families First Assessment. Families First is NOT the new name for Thriving Families teams… these teams are now called Intensive Family Support teams (IFST). Families First is not a single service, you cannot ‘refer a family’ to Families First… you can however make a ‘request for support’ which goes to Triage. www.hertfordshire.gov.uk/familiesfirst
