Access platform • Britain's tallest access ladder is based in Surrey and has a reach of 42 m (138 ft), Grenfell tower is a 24 storey building at a height of 70 m ( 230 ft) • LFB do have access ladders of up to 32 m and seven turn table ladders • The reason for LFB not having a larger access platforms of this type in service is down to access around London streets and this question raised after Lakanal house fire. ACM (Aluminium Composite Material) • Grenfell had undergone a significant refurbishment programme which included placing external cladding around the tower. • This consists of aluminium sheets bonded to a central plastic (polyurethane) • In a report to the public inquiry a professor has stated that there is strong evidence to support the theory that the Polyurethane was the accelerant and caused the widespread fire across the tower. The filler also was highly combustible and could be seen ‘dripping’ off Grenfell. • A survey of schools, residential blocks as part of an immediate inquiry found that over 800 buildings had the cladding similar to Grenfell. • A significant number had failed the large scale test undertaken by the BRE ( Building Research Establishment) The tests were undertaken by experts to understand how different material interacted with each other in a fire scenario. Competence ? • Dame Hackett has sited a lack of competence; Skills knowledge & experience with only a few who understand, but this is in a fragmented environment! • In other parts of the world, those engaged to work on more complex buildings require a higher degree of competence and expertise – for example through certification and accreditation – than that required for work on small-scale or simple buildings. • Does IOSH have a part to play in recommending/ influencing an industry competence standard, what can it learn from others ? • My own experience of becoming a fire risk assessment assessor I would question. • CPD?
