Development of the CFSP • In alignment with the PIP and APSR • Requires a wholistic assessment of all Child Welfare programs and funding • Joint planning including stakeholders with ACF is required • This plan developed with the Children’s Services Tri-Chairs
CFSP-Safety • By 2022 • Accurately and objectively assess current risk and potential harm to ensure safety • By 2024 • Implement a practice model • Decrease the rate of children who substantiated victims of child maltreatment • Increase the rate of children who are able to remain safely with their families • Decrease the racial disparities of children and youth in the child welfare system
CFSP-Permanency • By 2024 • Decrease the number of days it takes for a child to exit foster care • Increase the rate of permanent exits (i.e. reunification, adoption, guardianship, custody) • Increase placement stability by recruiting and maintaining a pool of diverse foster families • Ensure that all youth who exit without permanency will have personal support over time
CFSP- Well-Being • By July 2021 • Medicaid Tailored Plan is reflective of the needs of children and youth • By 2024 • All children and youth in care will receive an initial health screening to identify medical, dental and behavior health needs • By 2022 • Strengthen health and well-being programming in CPS In-Home Services • By 2024 • Trauma-informed practice model and workforce development program
CFSP- Continuous Quality Improvement • By 2024 • Statewide continuous quality improvement model that aligns both county and state efforts • State and county child welfare leaders and staff will have access to reliable data to use in the process • Statewide comprehensive case management system that captures state and federally required data that increases efficiencies for users
Workforce By 2021 • Complete a workload study to identify appropriate caseloads By 2022 • Reinstitute stipend program for University Training Partnership By 2024 • Implement workforce development program

Reason for Policy Update • Vulnerable Populations Policy has not been updated since 2007 • Working to update all sections of this policy - a schedule to complete the review will be set in the coming months • LGBTQ+ section was first as it was this section of policy that was brought to our attention that was very outdated • June has been declared LGBTQ Pride Month in North Carolina by Governor’s Proclamation • Training and other resources
Policy Purpose • Ensure LGBTQ+ and GNC youth are emotionally and physically safe • Ensure equal access to services that are affirming and supportive, including: • Housing • Medical and Mental Health Care • Opportunities that promote Positive Youth Development • Align state policy and standards with legal obligations and professional standards
