Public procurement in Rakvere • In order to eliminate all possibilities of corruption in ourtown government we have a thorough toolkit: • The implementation of Public Procurement Act (PPA) • Our local level directive for conducting public procurements under the procurement amount given in PPA. • Internal control system, headed by the internal controller, evaluating the adequacy of the procurement procedures. • All procurements are being evaluated by the comissions and confirmed by town government assemblage
In addition... • Local Governments in general and town of Rakvere are constantly examined by the National Audit Office and the Public Procurement Office. • No incriminating remarks or conclusions have been made towards our way of conducting procurements (the amount spent on p.procurements in our town during year 2007 is approx 104 mil. krowns) and endorsing equal opportunities and business ethics.
Our intent and goals are always: • Efficiency in the gain for the local government and therefore for the public • Integrityof the procurement procedures • Availability of the information and results • Compliance with all legislations • Reliability on the governance responsibilities set out by the public • Effectiveness in procurement procedures for the entrepreneurs (timely, correct, consistent and usable manner)
Availability of the information, segregation of duties and exclusion of the conflict of interests • Making business and business related information available on the net prevents corruption approx. 70-80% • Duties have been separeted amongst different level officials • Conflicts of interests are prevented by the availability of the decision making information and the declaration of the financial wellfare, of each civil servant, to the public.
