Culture of Welcoming City Council Decisions on the Culture of Welcoming 28.2.2013: The Public Department for Aliens (Ausländerstelle) is instructed to use their merits of action in regards of foreigners laws and regulations as much as possible in favour of the person concerned and to ensure service and customer-orientation on a daily basis. 26.9.2013: Restructuring of the Public Department for Foreigners (Ausländerbehörde) towards a Culture of Welcoming: the administration is instructed to formulate a related concept until October 2014. 24 Silvia Klein
