Overview • UC Transfer Pathways • Credit for Prior Learning • Chancellor’s Office curriculum inventory system • More… • Q and A
UC Transfer Pathways • The UC faculty identified a superset of courses for the 21 most popular transfer majors to prepare for admission to any of the 9 UC undergraduate campuses • These majors have been mapped where overlap exists to C-ID • In 2018 the UC and CCC system MOU regarding transfer
UC Transfer Pathways - Pilot Pilot in Chemistry and Physics to guarantee admission to the UC System Students complete: UCTP major preparation and 20 units of specified general education Can be awarded a UCTP Associate Degree in Physics or Chemistry. If the student also earns a cumulative GPA of 3.5 in those course, they are guaranteed admission to the UC system
UC Transfer Pathways - Pilot Why Chemistry and Physics to start? ASCCC Concern about adequate preparation following TMC Unit concerns for majors that include significantly more units of lower division preparation UC Expand access to diversify the student body Expand access to first generation college students Legislative pressure regarding transfer students
UC Transfer Pathways - Pilot UCTP Associate Degree in Physics or Chemistry – Major’s Preparation Defined by the UC Faculty http://admission.universityofcalifornia.edu/transfer/preparation-paths/index.html Mapped to C-ID https://www.c-id.net/tmc
UC Transfer Pathways - Pilot UCTP Associate Degree in Physics or Chemistry – GE Requirement Area 1A Freshman Composition 3 units Area 1B Critical Thinking 3 units Area 3 Arts and Humanities 3 units Area 4 Social and Behavioral Sciences 3 units Area 5B Biological Sciences 4 units Area 6 Language other than English 4 units All courses must be accepted for inclusion in IGETC pattern
UC Transfer Pathways - Pilot • Guidance Memo is official for Physics and Chemistry and templates for curricular review are available • Local creation of a degree is encouraged for the 86 community colleges that offer the complement of required courses • Students who do not meet the GPA threshold may still be competitive and are encouraged to apply to UC
UC Transfer Pathways – Next Steps • Discussions continue between the Academic Senates, Chancellor’s Office and UC Office of the President • ADTs that already align with the UCTP are under review for how the UC system might determine how a guaranteed pathway can be created • Other disciplines that do not meet ADT requirements are under consideration: Computer Science, Engineering, Biology, Music (Performance track)
Credit for Prior Learning and the 7 DisciplinesA Strategy to Increase Equity and Completion
Current state of Credit for Prior Learning (CPL) in California • Regulation • Credit by Exam – Title 5 Section 55050 • Advanced Placement Exam – Title 5 Section 55052 • Legislation in 2018 • SB1071 • AB1786
CPL Initiative • Credit for prior learning (CPL): credit awarded for validated college-level skills and knowledge gained outside of a college classroom; strategy to grant students credit for what they already know and can do. • Cross-role, cross-segment Advisory Committee • Feedback from committee informed recommended actions: • Implement state-level policy changes • Integrate CPL into Guided Pathways • Guide local policy and practice changes • Collaborate with UC and CSU to ensure transfer of CPL • Operationalize CPL through pilots in fall 2019 • Provide resources for all stakeholders
CPL: A completion strategy Research indicates that students who earn CPL: • are roughly twice as likely to complete a degree than those who do not • accumulate more credits through coursework at the institution than their counterparts, which translates to increased enrollment for colleges • save an average of 6-10 months in time to degree compared to their non-CPL counterparts *Findings were true across ethnicity, gender, age, and socio-economic status
CPL: an equity strategy • Current students: • More than 800,000 currently enrolled students over age 25 • Potential students: • 6.8 million California workers age 25-54 with high school diploma or some college but no degree • 79% work 31 or more hours per week • More than half are people of color
Next Steps • Changes to Title 5 Section 55050 to create umbrella CPL policy, keeping Credit by Exam as one prior learning assessment strategy • CPL Pilots (seven disciplines) Administration of Justice Fire Science Automotive Technology Health Cyber Security Information Technology Business Administration and Management • Resources and PD – Vision Resource Center • MAP articulation platform at Norco College

COCI – Chancellor’s Office Curriculum Inventory System State of COCI (current system) • Went live July 2017 • Curriculum inventory system that was built to: • Facilitate streamlining of curriculum approval processes • Generate control numbers in a timely fashion • Replace Governet • Some are satisfied and some are not • Updates and improvements continue
Request for Proposals (RFP) for a Chancellor’s Office curriculum inventory system • Why? • CO has determined that COCI has reached an end-of-life point • CO Consultant conducted a market scan of ‘off the shelf’ products • What? – Chancellor’s Office curriculum inventory system that will: • House college curriculum • Interface with college Curriculum Management Systems • Optional for colleges: catalog generator and scheduling management
Moving Forward • May 2018 – • Development of High Level Business Requirements – At the request of Educational Services, the decision was made to bring together a group of key stakeholders who would contribute to the identification of high level business requirements for a system that had the functionality & stability needed as colleges implement system-wide reforms. • CCCCO • ASCCC • 5C • CIOs • C-ID • Consultants
Moving Forward • July 2018 – November 2018 • Market scan of ‘off the shelf’ products which would support the identified business requirements. • Goal: Determine if an external system even • November 2018 • Market scan findings presented to CCCCO Executive Team and Project Team. • Decision to move forward with product demonstration discussed with CCCCO • Academic Senate and 5C voiced concern • Market scan did not endorse a product – just determined if there were viable products • January 2019 • Product demonstration to CCCCO Executive Team and Project Team by Digarc • Goal: Demonstrate that business requirements could potentially be met with an external system and make decision to proceed with formal RFP process. • March 2019 • Communication to college representatives sent from A. Perez & Educational Services informing that CCCCO would be moving towards a formal RFP process for additional discovery on a curriculum inventory replacement.
RFP – Curriculum Management and Catalog System Timeline May 2019 • Review & Comment of DRAFT RFP language by CCCCO Legal team. • Review & Comment of DRAFT RFP language by CCCCO Executive team. • Funding for systemwide implementation (should colleges desire to be part of any new product) secured. • Review & Comment of DRAFT RFP language by CCC Tech Center. • Review & Comment of DRAFT RFP by key stakeholders: • Academic Senate representatives • 5C representatives • College Curriculum Specialist representatives • TTAC representatives • CCCCO Curriculum Team – Academic Affairs

RFP – Curriculum Management and Catalog System Timeline July 2019 • RFP will be made public with a response due date of August 2019. August 2019 • RFP responses reviewed by CCCCO and identified key stakeholders September 2019 • Invited Demo Vendors with CCCCO and identified key stakeholders September/October 2019 • Committee decision period • *** Proceeding with the formal RFP process does not dictate that the decision will be made to work with an external vendor. The RFP process only supports a fair and unbiased path for additional vendor discovery which, based upon outcomes, may or may not result in moving away from our current COCI product.
