IYV in Germany National Agency IYV and department for volunteering in „BMFSFJ“ The Federal Ministery for Family Affairs, Senior Citizens,Women and Youth has established a department for Volunteering in preparation of the IYV To have an overall co-ordinator for the national activities to observe the IYV, the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth, had set up a National Agency for the International Year of Volunteers at the Deutscher Verein für öffentliche und private Fürsorge (German Association for Public and Private Welfare Services).

4. IYV in Germany The opening event 5th December 2000 The opening event was celebrated in Bonn on 5th December 2000 in the presence of the Federal President, Mr. Johannes Rau and the Federal Minister, Dr. Christine Bergmann

IYV in Germany Closing event 5th December 2001 The closing event will be in Berlin on 5 December 2001 attended by the Federal Minister Dr. Christine Bergmann and the Federal Chancellor, Gerhard Schröder. This celebration of volunteers attests to the significance that the Federal Government award to the IYV when it comes to promoting volunteering and the future development of the civil society.

23. Greater recognition, enhanced status, fresh energy The magazine “Freiwillig!” (Voluntarily!) is published by the national agency for the International Year of Volunteers. It is targeted not only at multipliers in volunteering to whom it is a forum for their voluntary work, but also at all those who are interested in this subject.

Networking The Federal Minister has convened a National AdvisoryCommittee for the IYV which, for the first time, brings bodies active in volunteering, such as welfare, youth, women’s associations, volunteering agencies and foundations, churches and the media, Federal, Laender and local governments together on one table to achieve sustained progress in 2001 for the benefit of volunteering. Moreover, the forging of new partnerships with industry has been floated. This network of various old and new volunteer organisations in Germany could take on importance even beyond the year 2001, ensuring sustainability.

28. Networking The federal Laender As a result of Germany's federal structure, the federal Laender and the municipalities have a major role to play in the promotion of voluntary service.

Improvement of the framework conditions • Concerning the legal and financial framework conditions, this Federal Government has accomplished quite a lot: • 50 % increase in the flat rates for instructors to a current DM 3,600 a year plus a widening of those eligible to include care-givers who look after for old, ill and handicapped persons. • Improvement of the fiscal provisions governing private, public and church foundations. • Widening of the competence to issue donation receipts for tax purposes to include hitherto not qualified non-profit-making organisations • Support of self-help groups, including the self-help contact points by the health insurance funds.

Improvement of the framework conditions Commission of Enquiry on the Future of Citizen Involvement The Commission of Enquiry on the Future of Citizen Involvement also participates in the National Advisory Committee. After the process of an in-depth stock-taking, analysis and evaluation of a comprehensive legal opinion has been completed, it will be proposing recommendations for political action and legal initiatives to achieve lasting improvements in the framework

32. Sustainability and outlook Voluntary citizens’ involvement plays a vital role for the Federal Government even beyond the IYV 2001 The Federal Ministry for Family Affairs, Senior Citizens, Women and Youth seeks to set up a national platform that is to attend the further development of citizens’ involvement.The internet sitewww.freiwillig.de shall be maintained as an exchange and information site for volunteering and extended to give it a portal function for volunteer organisations.Further activities on the sustainability of the IYV will be presented in the Final Report on the IYV.
